Chemonics seeks a full-time Knowledge Management and eLearning Advisor. Chemonics International implements the FEWS NET EWT, a team charged with integrated emergency food security analysis through a Washington-based technical office and more than 20 field offices. FEWS NET is an integrated set of activities funded by the United States Agency for International Development (USAID) and is intended to provide timely, accurate, evidence-based, and transparent food security early warning information and analysis.

The knowledge management and e-learning (KMeL) advisor supports enhancements in the EWT’s ability to monitor, analyze, and report on emergency food insecurity and its drivers by strengthening staff skills and partner networks through a strategic focus on technical capacity development. The KMeL advisor is responsible for leading the finalization and implementation of a comprehensive capacity development strategy for the FEWS NET EWT, to be utilized by EWT staff to ensure standard, high-quality approaches are consistently used to gather, analyze, synthesize, and report on data and information associated with current and projected acute food insecurity across the countries FEWS NET monitors. The EWT’s technical capacity development work will also engage key technical partners in FEWS NET’s network in an effort to promote a common set of standard parameters and approaches to analysis, aiming to improve consensus around evidence-based analysis and reporting.

Chemonics is seeking prospective candidates for a proposal effort, this is not an open position. Once a proposal is awarded and a position becomes available, all applicants must apply to be considered for the role.

Responsibilities:

  • Collaborating with sector advisors, regional representatives, SMT and other key subject matter experts (SMEs) to ensure the EWT’s inventory of existing training materials is updated, kept up to date, and shared with USAID and other stakeholders in and beyond FEWS NET, as needed
  • Leading, with input from sector advisors and other SMEs, the development of staff-specific capacity development plans and learning pathways, including identification of specific skills requirements of EWT staff and associated gaps
  • Collaborating with the Hub to identify and establish appropriate learning platform(s) for implementation of self-paced online trainings
  • Engaging with project leadership in the Washington, D.C. and field-based project offices to revisit and, as necessary, revise workflows that promote effective training of newly onboarded staff and continuous learning for existing staff
  • Liaising with the EWT’s quality assurance and methods (QAM) and decision support (DS) advisors to ensure that capacity-related gaps identified through ongoing retrospective and post-outlook process reviews are addressed through targeted capacity development support
  • Developing strategies for building out, where relevant, and sharing through appropriate local network engagements, targeted training materials and online training spaces, working closely with the QAM advisor and the EWT’s regional representatives
  • Supporting external-facing partner capacity strengthening initiatives through targeted engagement with RRs and country representatives (CRs) as appropriate
  • Promoting intra-and inter-sectoral collaboration on relevant KMeL activities, and contributing to the EWT’s cross-cutting priorities, mandate, and core values
  • Supporting the development, implementation, and updating, as required, of EWT work plans to factor in KMeL sectoral inputs
  • Overseeing the fulfillment of KMeL-related quarterly and annual reporting requirements, and ensuring activities in the KMeL sector are regularly captured and reported on effectively from all EWT geographies
  • Supporting the development of other EWT information products required locally and by the Washington-based technical team

Qualifications:

  • Education and experience in a discipline relevant to the knowledge management and e-learning work of FEWS NET (e.g., PhD and at least two years of relevant experience; Master’s degree and at least four years of relevant experience; Bachelor’s degree and at least six years of relevant experience) is required
  • Relevant work experience includes humanitarian and/or development work, of which at least two years must be directly relevant experience in knowledge management, capacity development, training, particularly e-Learning platforms, and/or other technically relevant areas
  • Established skills and proven experience developing training programs, staff-specific training pathways, and a suite of targeted training materials for adult learners, including, but not limited to power point slides, pdfs, quizzes, and video tutorials are required
  • Experience in designing and building an online self-paced training platform is required
  • Substantive knowledge of the humanitarian landscape and policy trends as they relate to food security information systems, food security analysis, early warning and/or other areas relevant to the work of the EWT is desirable
  • Excellent writing, editing, and presentation skills are required
  • Excellent interpersonal skills, including the ability to work well with field-based, local staff via telephone, e-mail, and other remote means, are required
  • Excellent computer skills, including Microsoft Office Suite, are required
  • Demonstrated leadership, versatility and integrity
  • Fluency in English is required; additional language skills in French and/or Spanish are desirable
