Overview of Position

  • Since 2017, Cabo Delgado, one of the poorest provinces in Mozambique, has been facing an escalating conflict, compounded by a fragile situation of chronic underdevelopment, consecutive climatic shocks, and recurrent disease outbreaks. Violent attacks by Non-State Armed Groups (NSAGs) have escalated since 2020, heightening protection risks, especially for youth, women, and children. NSAG activities and counter offensive operations have forced mass displacement in the province and brought destruction and fear.
  • The Government of Mozambique has responded with military action and, with the support of foreign troops, reclaimed a number of areas which had been occupied by NSAGs. Under these auspices, our client has initiated a stabilization program in July 2021 to assist the Government of Mozambique in its efforts to re-establish the authority and presence of the State in the reclaimed areas, paving the way for a subsequent safe and voluntary return of the currently displaced populations. Activities under stabilization program aim to rehabilitate public, security and social infrastructures damaged by conflict, boost socio-economic recovery, build resilience and social cohesion.
  • Revamping the justice sector is critical to ensuring the effective restoration of the Rule of Law. Without an effective link between policing and justice institutions, communities will not have access to mechanisms to claim their rights and solve their disputes. This, in turn may deter security efforts, as it could generate feelings of injustice and lack of confidence in state institutions, which are push factors for violent extremism. The programme will hence support capacity-building activities for justice and security actors, including through the development of tools and manuals on criminal investigation, standard of fair trial in criminal proceedings, human rights and detention, forensic and evidence collection in the context of violent extremism. At present, our client seeks to recruit a Justice Consultant to liaise with security and justice actors in Cabo Delgado to support the reestablishment of justice services and build their capacity on criminal investigation, criminal proceedings, and human rights. The Justice Consultant will work under the supervision of the Community Security Officer based in Pemba. Taking into consideration the nature of the role and our client stabilization workplan for Cabo Delgado, the Justice Consultant role will include travel to selected communities in Cabo Delgado.

Role Objectives

  • Map Justice actors at provincial, district, and community levels.
  • Liaise with Justice and Security actors to map their needs and capacity gaps.
  • Assist Community Security Officer in the planning and delivery of capacity building activities for attorney officers, SERNIC officers and community court members.
  • Supervise the development of tools and manuals on criminal investigation, standard of fair trial in criminal proceedings, human rights and detention, forensic and evidence collection in the context of violent extremism.
  • Support the re-establishment of community courts and justice services in the districts affected by the armed conflict.
  • Monitor the rehabilitation of Justice infrastructures in the affected conflicts.
  • Oversee the human rights monitoring and awareness-raising activities delivered by implementing partner.
  • Attend working groups and coordination meetings on subjects related to Justice and Human Rights.
  • Any other relevant activity for the development and implementation of Justice and Human Rights activities under the Community Security Pillar of our client Stabilization Program.
  • Justice stakeholder map (Excel Spreadsheet) divided by provincial, district and community levels.
  • At least 04 capacity-building activities delivered for security forces, justice actors, and members of community courts.
  • Community courts rehabilitated in the 06 districts affected by conflict.
  • Tools and manuals on criminal investigation, standard of fair trial in criminal proceedings, human rights and detention, forensic and evidence collection in the context of violent extremism.
  • Monthly reports on Justice activities delivered under the Community Security Pillar.

Project Reporting

  • By weekly progress report to the Community Security Officer
  • Availability to report to Senior Management and other personnel as requested
  • Key Competencies Knowledge of criminal law, GBV, and international human rights standards
  • Autonomy and pro-activity
  • Excellent communication skills, both orally and in writing
  • High level of organization and ability to priorities actions under time constraints
  • Excellent interpersonal skills; culturally and socially sensitive
  • Substantial professional experience in law-related work in Mozambique
  • Relevant experience with project management
  • High-level understanding and knowledge of investigation/prosecution process in Mozambique
  • Experience with facilitating or organizing capacity building activities
  • Computer literacy, including proficiency in MS Office applications

Team Management

  • The Justice Consultant will oversee the activities delivered by implementing partner on human rights monitoring and awareness-raising.
