ABOUT THE POSITION

Dexis is seeking an experienced Junior Monitoring, Evaluation, and Learning Specialist to provide monitoring and evaluation and learning (MEL) technical services for an upcoming multi-year contract with the United States Agency for International Development (USAID).

The Junior MEL Specialist will support a small and integrated team to provide Monitoring, Evaluation, and Learning support to a USAID portfolio. They will perform tasks related to the collection and analysis of data as well as the learning from evidence regarding USAID’s activities. They will support the development and implementation of flexible and adaptable work plans to respond quickly to demands from USAID in Washington and from Missions. The anticipated period of performance is four years.

RESPONSIBILITIES

  • Provides technical backstopping including conducting literature reviews, reviewing reports and other MEL products for accuracy and completeness, and developing data collection tools/processes for project assignments.
  • Assembles and writes analytical products based on qualitative and quantitative data.
  • Supports data management, organization, and analysis tasks per client/technical specifications.
  • Supports USAID Development Information Solution (DIS) issues and development.
  • Reviews data submitted by Missions/OUs to disseminate in annual reports and learning products.
  • Reviews and updates success stories submitted quarterly and updates tracker and catalog.
  • Collaborates with project team and USAID stakeholders to develop work products and to facilitate the coordination and execution of work.
  • Provides support across the areas of project management and technical backstopping.
  • Provides general project operations assistance to project technical staff and backstops projects/country programs on a regular basis through e-mail and virtual meetings.
  • Other duties as assigned by COP and MEL Advisor.

QUALIFICATIONS

  • Minimum of four (4) years of relevant work experience
  • Demonstrated capacity to assemble and write an analytical product based on qualitative and quantitative data
  • Demonstrated capacity to collect and analyze qualitative and quantitative data
  • Prior experience using, developing and maintaining reporting tools (e.g., DIS, Excel and Google spreadsheets or other systems)
  • Demonstrated writing and communication skills
  • Experience with USAID programming strongly preferred
