Job description

GIZ has been active in Myanmar since October 2012. After the military coup in February 2021, the GIZ portfolio in Myanmar was downsized. The finance manager will support three of the remaining projects, two Transitional Development Assistance and one Special Initiative projects: Skills for Employment in Northern Shan (SENS), Skills Development for vulnerable Youth (SDY) in Rakhine State and Food and Nutrition Security (FNS) in Shan State in Myanmar. The objective of the SENS and SDY projects is to improve the employment opportunities of vulnerable persons in order to improve their opportunities to earn a decent living. The projects set a special focus on young people, women from vulnerable groups of different communities including internally displaced peoples in North Shan State and Rakhine. The FNS Shan project focuses on improving the Food and Nutrition Security of vulnerable populations, especially women of reproductive age and children under two years of age. The activities listed below will initially be carried out from the United Arabian Emirates or Germany.

Your tasks
Monitoring and control of costs and expenditures for the projects as well as financial and budget planning
Timely reporting in the area of expenditure monitoring, procurement lists, contract monitoring and portfolio overviews as well as advising the projects on financial management
Quality assurance and monitoring in the handling of administrative processes as well as preparation of audits and internal controls
Support in financial planning and processing of procurements of material goods and services as well as financing contracts according to GIZ procedures in cooperation with the country office and GIZ headquarters
Participate in country meetings of finance and administration staff
Support and represent the projects on financial and administrative issues to national partners and the country office
Oversee the management of cash, bank and project accounting as well as procurement and admin processes
Your profile
Completed university studies in business administration, administrative science, similar studies or commercial training with relevant professional experience
Several years of experience in financial management and with internal and external audits, preferably gained abroad
Initial experience in international cooperation abroad is desirable
Initial experience with coding receipts in Onsite Reporting or a similar tool
Experience with IT tools (accounting software, SAP, etc.) as well as in advanced training on financial management topics, project administration and internal controls
Experience with Transitional Development Assistance projects and their financial processes as well as co-financing experience would be of advantage
High level of commitment as well as strong intercultural skills and sensitivity
Business fluent in German and English

This job is suited to a full or a part-time position. The position can be filled in Dubai, Eschborn or Bonn.
