Job Description: Forcier seeks two young emerging evaluators for the Junior Evaluator position on an anticipated Evaluation of the World Food Programme (WFP) Technical Assistance Activities and Refugee Response in Angola Project. The main purpose of this evaluation is to ascertain the value-addition of the ongoing and completed capacity strengthening and refugee response assistance activities conducted in Angola in accordance with the Interim Country Strategic Plan (2020-2022). The evaluation also aims to critically and objectively review and learn lessons from the implementation experience of the:

  1. Technical Assistance provided to Government;
  2. Community Management of Moderate Acute Malnutrition (CMAM) with a view to contribute to decision making regarding scaling up; and
  3. Food security activities covering refugee response

Reporting to the International Team Leader, the overall responsibility of the Junior Evaluator will be to provide ongoing support to the evaluation team throughout the evaluation cycle. S/he will work closely with the evaluation team and project points of contacts of the implementing partners. In addition to evaluation experience, the junior evaluator will also provide sectoral expertise in one of these areas Capacity development and strengthening activities, Resilience and livelihoods, Statistics/quantitative methods, Qualitative methods, Gender expertise/good knowledge of gender issues, Nutrition and Food security or Refugee programming.

The position will be on a contract basis and be based in Luanda, Angola with travel throughout different regions of the country. It is MANDATORY for the Junior Evaluator to have strong analytical and communication skills, evaluation experience with a track record of working on similar assignments, and familiarity with Angola and/or the Southern African region.

This position is only opened to national candidates. As a team member you will be responsible for adhering to national and local formalities and all security protocol.

Responsibilities:

As a team member, you will be expected to:

  • Contribute to the methodology in their area of expertise based on a document review;
  • Conduct field work;
  • Participate in team meetings and meetings with stakeholders; and
  • Contribute to the drafting and revision of the evaluation products in their technical area(s).

Education requirements:

  • A bachelor’s degree in the following disciplines: Economics, Social Sciences or related fields. Master’s degree is highly preferred.

Requirements

  • 2-4 years of experience in development and humanitarian program evaluation
  • Good knowledge of gender, equity and wider inclusion issues
  • Excellent understanding of the national/regional context, and in particular the new and emerging policy directions in a middle-income country
  • Prior experience in conducting evaluations/assessments at sectoral and policy levels
  • Proven ability to produce reports or publications in English
  • High degree of professionalism and ability to systematically follow guidelines
  • Excellent oral and written English
  • Fluency in Portuguese and local languages such as Kikongo, Tshiluba, Mbundu, Cuanhama and Nhanhekahumbi would be an added advantage.
