Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) works globally to help 160 million people every year with and in support of 191-member National Societies. The IFRC’s vision is to inspire, encourage, facilitate and promote at all times all forms of humanitarian activities by National Societies, with a view to preventing and alleviating human suffering, and thereby contributing to the maintenance and promotion of human dignity and peace in the world. There is a National Red Cross or Red Crescent Society in almost every country in the world and we support them both in their programming and in developing their capacities as strong, local organisations.

Job Purpose

Strengthening Movement Coordination and Cooperation

Coordination of its member National Societies (NS) is an IFRC core statutory obligation, also identified in the Agenda for Renewal and Plan and Budget for 2021–2025 as a critical priority for the organisation. Stronger coordination by the IFRC is essential to ensure that it capitalises on and fully harnesses the combined strengths of the IFRC and its entire membership, to maximise collective humanitarian impact. Enhanced coordination will reduce waste, eliminate duplication and provide better value for money. In addition, the better coordinated the IFRC membership is, the stronger the network will be in partnership with ICRC to strengthen the actions of the broader Red Cross Red Crescent Movement. A key component in this essential and ongoing drive to enhance coordination within and between NS is the group of some 24 IFRC global, IFRC regional, country and associated NS reference centres (RC), which offer unparalleled knowledge, experience and expertise across a range of humanitarian imperatives, including psychosocial support, livelihoods, disaster preparedness, resilience and risk reduction, blood services, cash and voucher distribution, first aid, migration and volunteering. This unique collective of Red Cross Red Crescent know-how and capability has the potential to epitomise the IFRC membership working as a Federation – provided strategic and operational engagement can be stepped up, so that the whole becomes greater than the sum of the parts. Crucially, the overall thrust of the group, starting with the Federation Secretariat and its network of global and regional centres, must harmonise even more closely with the main precepts and objectives of Strategy 2030 and the Agenda for Renewal. RCs should also be encouraged to place greater emphasis on assessing the merits of their work as it directly impacts Red Cross Red Crescent activities on behalf of affected populations.

New Way of Working

This New Way of Working is an initiative that operationalized the Agenda for Renewal and seeks to put a strong focus on the strategic and operational priorities of the 14 pilot host National Society im order to achieve stronger, and more effective membership coordination in supporting their strategic plans. It will also contribute to scaling up interventions, increasing quality, and generating greater donor trust contributing to wider benefits to the communities that the National Society serves.

To help guide this pilot program, a Global Support Group was founded, with members from IFRC Secretariat and additional support provided by the American Red Cross and the Canadian Red Cross. One of the needs identified during the ongoing pilot was that of updating the guiding documents provided to the pilot National Societies. The Junior Consultant will work with the Global Support Group to produce these updated documents.

Job Duties And Responsibilities

The Junior Consultant will be expected to fulfill the following tasks:

OMCC:

  • Assist the SMCC team in collecting material for reporting to the Council of Delegates in 2024, especially data related to large-scale emergencies.
  • Automize reporting system for the SMCC team in updating the MCO pool.
  • Utilize the data gathered along with the existing documentation to assist the SMCC team in preparing the upcoming MCO workshop (early 2024).
  • Assist with special focus on arranging meetings of the Movement Implementation Teams and provide them with admin support.
  • Update and maintain the SMCC website.
  • Support the New WoW Global Support Group with data gathering automatization regarding updates from the 14 pilot National Societies.
  • Support the OMMC team in any additional way required.

USG Office:

  • Gather information on issues affecting the humanitarian situation including political, social, and economic developments and report on a biweekly basis.
  • Critical analysis and review of trends on the humanitarian landscape to inform strategies and approaches contributing to key decision making and the IFRCs agenda for renewal.
  • Support the review of the country risk dashboard.

Education

Required

  • Bachelor’s degree in law, Communications, Data Management or in a similar, relevant area.

Experience

Required

  • Previous experience working for the IFRC.

Knowledge, Skills and Languages

Required

  • Fluently spoken and written English.

Preferred

  • Good command of another IFRC official language (French, Spanish or Arabic).
