The ICRC Mission in Bucharest is announcing a vacant full-time resident position of “Junior Communication Officer” based in Bucharest.

The International Committee of the Red Cross is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC also endeavors to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.

The ICRC office in Romania contributes to the ICRC regional response to the international armed conflict between Russia and Ukraine, helping reunite families separated by the conflict, supporting the work of the Romanian Red Cross and strengthening respect for humanitarian principles.

Purpose of the position

The Junior Communication Officer contributes to the designing, planning and implementation of communication projects and activities in coordination with the management of the Mission and Regional Delegation Communication/Prevention Manager. S/He contributes to representing the ICRC externally and building the necessary understanding and acceptance of and support for the ICRC among key stakeholders.

Main responsibilities:

  • Contributes to defining communication and, where relevant, prevention objectives, strategies and plans of action for the geographic area or programme covered, in line with the regional delegation’s communication strategy.
  • With minimum supervision, implements relevant activities and develops tools and content for: operational communication, community engagement, promoting international analysis/environment scanning, interaction with the media, think tanks, civil society, religious and community leaders, public affairs and resource mobilization.
  • Supports the Head of Mission and Communication/Prevention Manager in networking with relevant stakeholders and represents the ICRC to various audiences.
  • Maintains relationships with media to support positioning and strategic visibility, gathers content and editorial information related to the delegation. Maintains social media accounts as relevant.
  • Follows political, security, military and humanitarian developments, as well as other issues relevant to the ICRC´s reputation/perception and capacity to operate in the geographic area covered, contributing to the analyses.
  • Interprets and translates from and into the local language to support communication programmes when required.
  • Provides technical and administrative support to the communication team (e.g. stock management, event organization) when required.
  • Supports communication-related training and coaching for field-structure staff and/or other departments when needed.

Mandatory Requirements:

  • 2-3 years of relevant previous experience in communication, journalism or media relations.
  • University degree (BA and/or MA) in communications, public relations, journalism or another relevant field. An equivalent experience may be considered instead of a University degree.
  • Fluent English AND Romanian (spoken and written)
  • Familiarity with MS Office, online and social media communication tools (Drupal, Twitter, Facebook, Instagram, TikTok, Slack, Asana)

Assets but not mandatory:

  • In-depth knowledge and understanding of politics and socio-economic trends in the region
  • Familiarity with video editing tools (Adobe Premier Pro / Final Cut Pro)
