The “Arbeiter-Samariter-Bund Deutschland (ASB)” is a German aid and welfare organization working in areas such as rescue services, civil protection and social services. Since its foundation in 1888, the ASB has acted as a politically and denominationally independent association ensuring a high level of continuity and reliability.

ASB’s Foreign Aid Department provides people-centered humanitarian response to alleviate human suffering, contributes to building the resilience of systems, communities and societies and applies integrated approaches to welfare and to social and socio-economic development. ASB currently has a portfolio of more than 100 projects in countries such as Bangladesh, Bosnia and Herzegovina, Georgia, Greece, Haiti, Indonesia, Iraq, Kosovo, Nepal, Nicaragua, Niger, Philippines, Serbia and Ukraine.

ASB has been implementing humanitarian interventions in Ukraine since the beginning of the conflict in 2014. Following the full-scale invasion of Ukraine by Russia in February 2022, we have increased the humanitarian operations to respond to multiple needs of the war-affected population of Ukraine. Our team of 18 employees working from Kyiv and Lviv is committed to provide multi-sectoral humanitarian aid in the areas of basic needs, food security, hygiene, winterization, health and psychosocial support. This includes in kind assistance as well as cash components and social services provided in cooperation with local partners.

ASB is currently seeking expressions of interest from qualified and committed individuals for the following position:

Junior Cash/Programme Officer

(male/female/diverse)

The Junior Cash/Programme Officer supports effective implementation of ASB’s cash components in several projects in Ukraine. She/he reports to the Head of Programme (HoP) and Desk Officers for Ukraine at ASB Headquarter in Cologne.

Duration: 12 months (possibility of extension)

Start: Earliest possible

Location: Lviv with regular travels

Salary: ASB offers a competitive salary commensurate with experience

Key responsibilities:

Cash

  • Actively contribute to implementation of cash program components
  • Support timely and quality planning and reporting for cash activities
  • Contribute to data collection tools and processes
  • Participate in recruitment of enumerators and supervise them during beneficiaries’ data collection
  • Keep HoP and MEAL Manager updated on the progress, achievements as well as challenges during implementation
  • Support in monitoring project implementation regarding donor guidelines, ASB regulations and international humanitarian standards
  • Ensure visibility of donor and ASB is in place during project implementation
  • Ensure feedback and complaint mechanism is in place during the whole project cycle
  • Oversee project coordination and partner collaboration to ensure timely communication, information sharing, and project implementation
  • Collect best practices and stories from targeted beneficiaries

Project Management

  • Contribute to reporting in English (or German), ensuring the fulfilment of donor reporting requirements.
  • Participate in the operational planning and management of current and future projects
  • Participate in preparation of concept notes, proposals or amendments of projects
  • Assist HoP during needs assessments
  • Assist MEAL manager and HoP in developing monthly project progress in cooperation with different departments
  • Identify and explore opportunities for cross-sectoral work on gender norms
  • Participate in the meetings with local authorities and other relevant stakeholders with HoP
  • Support the HoP and MEAL manager in other tasks inherent to the position

Key Requirements:

  • Relevant University Degree
  • Experience in Cash and Voucher Assistance and Project Cycle Management
  • Working experience in the humanitarian sector
  • Understanding of humanitarian principles (Core Humanitarian Standards, Sphere Minimum Standards, etc.)
  • Experience with donor-funded projects (AA, BMZ) is desirable
  • MS Office proficiency
  • Strong communication skills, with excellent written and spoken English – Ukrainian or Russian is a strong advantage
  • Analytical, structured and solution-oriented working style
  • Willingness to work and live under challenging circumstances
  • The ability to inspire and work independently
