The USAID-funded Guinea Rule of Law and Access to Justice (ROLAJ) proposal Judicial Advisor is a senior management position responsible for leading judicial strengthening initiatives and activities to improve judicial efficiency, effectiveness, and transparency and the Government of Guinea (GoG) capacity to ensure rule of law and access to justice in Guinea. Provides technical leadership in work with national and municipal formal justice sector actors. The candidate should have demonstrated deep technical knowledge of the Guinean judicial system, including gaps or opportunities to improve its efficiency, effectiveness, and credibility. The Judicial Advisor should also have knowledge of court operations, judicial ethics and transparency, capacity building of judicial officials, access to formal justice avenues and challenges, and experience in Guinea. Responsibilities:

  • Responsible for leading court operations strengthening initiatives with judicial actors and operators for national and municipal government institutions, including ensuring successful completion of deliverables and expected results with any needed pivots in program design.
  • Leads initiatives to improve court operations through systems and procedures for increased efficiency and effectiveness as well as improving access to information about court proceedings.
  • Guides capacity building work for judges, magistrates, court administrative personnel, prison officers, the Parliamentary Judiciary Commission, and other justice sector actors for increased proficiency in enforcing court rulings.
  • Provides strategic and technical leadership in program design, reflection, work planning, reporting, and other implementation touchpoints.
  • Oversees technical integrity of program deliverables related to judicial efficiency, effectiveness, credibility, and transparency for a wide range of audiences including GOG individuals and entities, the USG donor, and civil society and other partners.
  • Ensures technical integrity of participant-facing program materials and donor-facing interim and final reports, related technical deliverables, and briefings to the USG donor and partners.

Qualifications:

  • Guinean nationals preferred.
  • Bachelor or Graduate degree in international development, social science, business, law, communication, or related field.
  • At least 5 years of demonstrated experience working on judicial strengthening, court efficiency and effectiveness, legal and regulatory reform, anti-corruption, access to justice, judicial ethics, rule of law, judicial independence, and similar topics.
  • Experience with USAID preferred but not required.
  • Demonstrated ability to manage and supervise staff.
  • Knowledge and experience on gender and social inclusion.
  • Good understanding of the Guinean judicial system, including challenges and opportunities for increased efficiency and effectiveness in court proceedings and access to justice
  • Solid communication, interpersonal, diplomatic, and relation management skills and experience.
  • Demonstrated experience in building and maintaining relationships and networks with judicial actors and systems, development partners and other relevant stakeholders.
