Context:

IOM has a zero-tolerance policy towards sexual exploitation and abuse by all personnel employed by IOM worldwide, whether internationally or locally recruited, regardless of the type or duration of contract. IOM’s zero tolerance policy also extends to IOM third party contracted staff, suppliers, service providers and Implementing Partners. With 15,300 staff and over 6,000 related personnel, operating in 450 offices and 165 countries throughout the world, the prevention and response to sexual exploitation, abuse and harassment is a priority of the Organization.

Under the direct supervision of the Senior Coordinator (Prevention and Response to Sexual Exploitation and Abuse and Sexual Harassment (PSEA and SH)) at the Office of the Director General, the Project Support Officer (PSEAH) will provide support to the PSEAH Team, working across departments in Headquarters and will be an active member of the PSEAH Task Force. The Project Support Officer (PSEAH) will work closely with IOM’s Country and Regional Offices worldwide to ensure the link between IOM policy and practice is evident and applicable to a variety of contexts.

Core Functions / Responsibilities:

  1. Support the development and rollout of IOM PSEAH tools, awareness raising and training materials, and campaigns for internal and external audiences.

  2. Work with IOM Country and Regional Offices to facilitate the delivery of IOM PSEA trainings and promote learning opportunities for IOM staff and implementing partners.

  3. Assess PSEAH capacity gaps within IOM implementing partners and support mitigation measures to address these gaps and build capacity.

  4. Draft talking points and background documents on PSEAH for IOM senior management, in close coordination with Technical Experts.

  5. Support the work of the IOM internal Task Force on PSEAH and appropriate coordination (draft notes, agenda development, sharing of relevant information and communication, follow-up on specific actions, etc.).

  6. Contribute to the monitoring and actively participate in the work of existing UN and IASC PSEAH working groups to check the consistency and coordination; Prepare notes as required.

  7. Contribute to the development and coordinate the inputs from various technical experts to contribute to UN/IASC PSEAH documents and support collective PSEAH action.

  8. Support with the development and implementation of the IOM PSEAH strategy, internal plan of action, and deliverables.

  9. Contribute to the development and strengthening of the PSEAH Unit’s internal processes and data management.

  10. Provide technical support for the use of communication tools, software, learning platforms, and coordinate the logistics necessary for the PSEAH Unit’s communication and programmatic work.

  11. Support in the organization of IOM events that focus on, or include elements of PSEAH, support the development of IOM’s Survivor-Centered Approach Standard Operating Procedures (SOPs) and subsequent roll-out and operationalization.

  12. Participate and actively engage in the inter-agency meetings and various forums related to PSEAH content.

  13. Perform such other duties as may be assigned.

Coaching and learning elements

As an integral part of the IOM assignment, the Junior Professional Officer will:

• Gain experience working within a UN agency on a topic that is high on the agenda within governments, UN agencies, institutional partners, media, and the general public.

• Acquire knowledge of project cycle management, reporting, and monitoring and evaluation.

• Develop communication skills through the drafting of communication materials, delivery of trainings, and participation in UN working groups on PSEAH and other fora.

• Acquire in-depth knowledge on the subject of PSEAH and its linkages to IOM operations and activities globally.

• Enhance negotiation skills in a multinational setting.

Required Qualifications and Experience:

Education

Master’s Degree in Social Sciences, Protection, Gender, Humanitarian Studies, International Relations, Law or a related field from an accredited academic institution with minimum two years and maximum four years of relevant professional experience.

Experience

• Minimum two years of relevant work experience;

• Previous working experience on gender issues, interagency coordination, camp coordination and camp management, and assistance to vulnerable groups; and,

• Experience working in a multi-cultural setting.

Skills

• Strong organizational and coordination skills, as well as creative thinking;

• Strong internal and external communication skills with diverse audiences;

• Ability to work independently but also as part of a team, across a wide range of cultures and countries;

• Ability to handle and maintain strict confidentiality.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French, Arabic and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Other:

• Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.
