Job Overview: The Job Developer serves as part of Oakland’s employer engagement team within the Economic Empowerment department; it exists to assist low-income refugee and immigrant populations in attaining economic mobility through employment. Specifically, the Job Developer will identify and create job opportunities for program participants by developing strong working relationships and talent pipelines with local and regional employers. With the support of interns and volunteers, the Job Developer will also be responsible for providing individualized and group Job Readiness Training including resume review and interview preparation to program participants. Finally, the Job Developer will provide ongoing retention services and support to both the employer and the client and maintain all relevant internal tracking systems.

Major Responsibilities

Responsibilities may include, but are not limited to:

  • Conduct employer outreach to identify job opportunities and build new employer relationships;
  • Develop, cultivate, and maintain positive relationships with area employers in order to identify appropriate employment opportunities for clients;
  • Educate employers on the merits of hiring refugees and immigrants and relevant right to work documentation;
  • Research and attend relevant job development opportunities such as job fairs, community event, job site tours, etc;
  • Act as a liaison between the IRC, employers, clients, and community partners;
  • Communicate and collaborate with the Economic Empowerment team and the wider office to disseminate employment opportunities to all IRC departments and their program participants.
  • Provide job counseling support to program participants clients eligible for employment services;
  • Continuously develop, adapt, and refine high quality Job Readiness curricula and resources for clients;
  • Determine specific, appropriate employment opportunities and assist clients in accessing these opportunities by guiding them through the hiring process;
  • Customize clients’ resumes to fit identified opportunities;
  • Assist job seekers in completing applications and new hire paperwork;
  • Monitor job performance, wage level, and employer/employee satisfaction;
  • Assist clients and employers with any post placement issues and continuing employment needs;
  • Achieve monthly, quarterly, and annual job placement goals;
  • Ensuring timely and accurate compliance on all reporting requirements, including database management, case noting, and file maintenance;
  • Supervise and assist program interns and volunteers
  • Other duties as assigned.

Job Requirements

  • Undergraduate degree in business, marketing, social work, or related field;
  • Minimum of 3 years of related professional experience; preferably in a non-profit or social services environment;
  • Demonstrated experience in system development, case management, and/or sales and marketing;
  • Strong analytical skills to forecast problems and the ability to quickly develop contingency plans;
  • Excellent organizational skills with the ability to track and follow up on rapidly changing information;
  • Strong interpersonal skills for effective networking and influence. Proven ability to foster and manage client and employer relationships;
  • Exercise effective conflict management and ability to communicate relevant expectations;
  • Familiarity with the Sacramento job market strongly preferred;
  • Excellent communication skills, with fluency in written and spoken English; bilingual ability preferred;
  • Ability to work as part of a team and to oversee interns and volunteers
  • Proven success in taking initiative, achieving goals and working effectively with all levels of staff in a multi-cultural environment;
  • Proficient in Microsoft Office applications (Word, Excel, Outlook);
  • Valid driver’s license, reliable vehicle with current insurance, and the ability to travel regularly throughout the service delivery area.
  • Strong leadership skills.

Working Environment

  • Standard Work Environment with ability to work remotely during COVID on IRC devices required
  • Occasional travel within the Bay Area

Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
