PROJECT OVERVIEW:

The Inclusive Security and Resilient Youth (ISRY) project is funded by the UK Conflict Stability & Security Fund (CSSF), and implemented by Mercy Corps (MC) in partnership with Axiom International. The project aims to equip the Jordanian community with the tools, skills, knowledge, and inclusive environment to engage in meaningful dialogue mechanisms, which – according to the ToC’s impact statement- contributes to destabilizing tensions and increasing mutual trust and accountability of the security sector.

The project started on 1 March 2022, and is expected to run for two years. The project targets three governorates, each representing a region as follows:

  • North: Jerash
  • Center: Zarqa
  • South: Karak

GENERAL CONSULTANCY SUMMARY:

Mercy Corps is seeking to contract with (under a service contract NOT an employment contract) an individual national consultant or with a consultancy company to support the team in the process of developing the National Action Plan (NAP) to implement the United Nation Security Council Resolution(UNSCR) 2250 on youth, peace, and security (YPS).

The contracted consultant (whether an individual or a company) will work closely under the supervision of the MC and continuous communication with a national team led by the Ministry of Youth (MoY) to plan, implement and evaluate the YPS roadmap activities related to analyzing the context, community, and youth consultations, action plan drafting and updating, costing, draft the M&E plan in addition to all the activities related to contribute to the lessons learned and data management.

MC seeks a professional who is equipped with the contextual and technical knowledge and expertise to turn the normative policies and guidance into practice, within the scope of a defined context and mandate related to the Youth, Peace, and Security Agenda in Jordan, with a focus area on youth meaningful participation and human security,

REQUIRED QUALIFICATION:

  • At least 7 years of demonstrated experience in youth programming and policies
  • Bachelor’s degree in education, development, public policy, or related field, Master’s degree is preferable.
  • Solid knowledge and experience in quality management systems, strategic planning, and process management. Professional certificates in these areas are highly favorable.
  • Knowledge and experience in the UNSCR 2250, similar resolutions, youth policies, and SDGs framework is highly favorable
  • Experience in preparing well-written documents such as SOPs, flowcharts, process mapping, KPI analysis, and results.
  • Experience in conducting capacity building, training, and coaching.
  • Solid demonstrated experience in business process-reengineering and service delivery improvements.
  • Work experience with international organizations is required.
  • Practical knowledge and experience with government ministries and departments are highly favorable, Experience in working with the Ministry of Youth (MoY) is highly desirable.
  • Excellent Learning, Communication, Adaptability, Strategic thinking, and
  • Reporting skills
  • Proficiency with relevant computer software programs, especially MS Office.
  • Proficiency in both Arabic and English languages.
