IYCF Advisor for capacity strengthening

ROLE PURPOSE:

Following the start of the conflict in Ukraine, thousands of people fled and displaced inside Ukraine and to neighbouring countries. SCI is scaling up a programmatic response with local civil society partners and municipalities. The programme provides education, IYCF, child protection and psychosocial support to those in need and a cash and voucher assistance.

The overall aim of the IYCF Advisor (Capacity Strengthening) will be to support the SCI Partnership Team in identifying new potential partners for SCI programme implementation, assess the capacity of partner organisations and Save the Children staff and volunteers design and deliver appropriate training interventions.

Location: Inside Ukraine roving (Lviv, Dnipro, Chrnivitsi, Ushhgarod, Odessa, Kyiv or Vinnytsia)

Initial Key Deliverables:

Partners identification and assessment

  • Work with Partnership team and SCI teams to identify potential civil society organization and opportunities to partner with local administrations for SCI programme implementation
  • Meet the partners in the ground to understand their work and capacities
  • Support the partnership team in developing partnership mapping
  • Contribute to proposal development for partners implementation activities
  • Continuously expand Save the Children’s network of strategic partnerships with local authorities, women/child/youth led organizations and active nutrition actors.

Partners capacity assessment and strengthening

  • Work with SCI partners to continuously identify capacity gaps and opportunities to strengthen

  • Develop and regularly update capacity strengthening plans with partners based on analysis of needs

  • Ensure appropriate mainstreaming of cross cutting themes and principles such as humanitarian principles including gender, child safeguarding, inclusion, MHPSS and environment.

  • Directly implement, and when not possible, ensure capacity building plans are implemented in line with Save the Children’s standards and guidelines

  • Ensure partnerships are based on mutual understanding of values, mission, and goals, and empower partners to take the lead in their own development

  • Promote partner leadership on issues, problem-solving strategies and documentation of lessons learnt to feed the learning cycle

  • Conduct or co-lead capacity strengthening initiatives, which include – but is not limited to – the following topics:

  • Providing technical knowledge to government representative and existing national partners on the implementation of Mother-Baby Spaces (MBS) where partnerships are in place.

  • Tailoring the offering to suit the space, demand, and gaps in Blue-Dot services based on country context and existing partners.

  • Organizing trainings and orientations for SCI staff, SCI partners, Cluster partners and MoH staff on IYCF-E standards, guidelines and undertaking appropriate IYCF-E programming based on recognized international guidelines

  • Supporting the psychosocial wellbeing of children and their families, including offering Psychological First Aid

  • Integrating IYCF into other core sectors like Health and MHPSS

  • Supporting the trainings report writing process.

  • Promote exchange of good practices within the partner network and with the Nutrition Cluster in collaboration with the Senior Nutrition Technical Adviser

  • Work closely with the Humanitarian Leadership Academy to ensure appropriate resources are available of the online platform in both Polish and Ukrainian language

  • Work closely with the Monitoring & Evaluation team to put in place an IYCF-E capacity

QUALIFICATIONS AND EXPERIENCE

Essential

  • Significant management or advisor level IYCF experience working in emergency contexts
  • Previous first phase emergency response experience is essential
  • Master degree in Nutrition or Public Health, Development Studies or similar or equivalent field experience.
  • Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
  • Extensive knowledge and understanding of IYCF-E, Operational Guidance on IYCF-E and The Code;
  • Experience in developing and implementing IYCF-E programs and assessment skills in IYCF practices
  • Previous experience of managing a team and of project management
  • Experience of and commitment to working through systems of community participation and accountability
  • Experience in monitoring and evaluating IYCF programmes in emergency, transition and development contexts
  • Experience in capacity building and in strengthening various duty bearers understanding of and response to IYCF.
  • Experience of representation and ability to represent SCI effectively in external forums.
  • Experience of working with and supporting local partners
  • Experience of preparing successful funding proposals for donors
  • Strong personal communication skills and ability to facilitate liaison between different sectors;
  • Good training skills, with a proven ability to build capacity of others
  • Experience in writing comprehensive training reports and post training follow-up action plans
  • Strong influencing skills and experience in advocacy
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to and understanding of child rights, the aims and principles of SC, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.

Desirable

  • Language skills in Ukrainian and Russian
  • Good working knowledge of the Inter-Agency Child Protection Information Management System
  • Experience or knowledge of working and living in relevant regions/contexts
  • Specific experience of designing and managing BHA, DEC, DFID, OFDA, ECHO and other major donor projects
  • Specific experience of working in interagency projects.
