GOAL

General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in protection and self-reliance of vulnerable and marginalised migrants and host community members in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL Syria implements multi-sector programmes in Northwest Syria (NWS) addressing the multiple vulnerabilities that households and communities are facing after a decade of conflict. At the household level, the program design creates links between its multi-donor funded emergency response program to its food security, winterization, and shelter programming, and complements food assistance programming with basic needs assistance via Multi-Purpose Cash Assistance (MPCA). At the community level, GOAL supports bakeries facilitating the provision of affordable bread to large catchment areas in Idleb and North Aleppo. GOAL has a large-scale WASH infrastructure support programme that provides water throughout large areas of Idleb governorate.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/capacity building (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities including nomadic communities and seasonal agriculture workers from both refugee and host communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

Job Purpose:

To support the effective operation of the GOAL Turkey Systems and Program by assisting with timely and efficient local and regional procurement for Turkey programme activities, in accordance with GOAL policies and procedures, data protection and relevant donor requirements. This position technically managed by IT Department, and line managed by Head of Operations Turkey Programs in a matrix structure.

Position holder will be based in Turkey – Hatay or Adana social support centre office and with visiting regularly when needed other Turkey program offices. Expected time for travel 40%.

Duties, objectives, and competencies:

IT Officer is expected to complete the below tasks:

  • Ensure all computers are up to date with anti-virus software and encrypted, also updated with latest approved version of operating system and Office365 applications.
  • Ensure only approved applications are in use.
  • Ensure all laptops and tablets are locked, encrypted, and working probably.
  • Apply GOAL Global IT policy.
  • Cabling of all offices to be kept to a high standard.
  • Computers, printers, scanners, and any IT devices. to be maintained to a high standard.
  • Ensuring backup SOPs are upheld and maintaining integrity of data, perform monthly test restores.
  • Ensure IT equipment is maintained and that equipment such as internet firewalls, wire and wireless devices are checked regularly for alert/issues then the environment and the equipment are kept maintained.
  • To carry out upgrades where necessary (i.e., Windows, applications upgrade).
  • To use and promote GOAL’s intranet so that all users will embrace it and will realize the value of new SharePoint packages.
  • Ensure all filters and roles for internet security firewalls are working probably and update it in case updates are required.
  • Ensure all laptops are linked and backed up to Azure, SharePoint, or OneDrive.
  • Keep supporting CCTV and Alarm System technically.
  • IT support remotely to other countries and other IT colleagues as working group.

Other Duties:

  • This position also requires visiting other GOAL offices in other cities in Turkey related to IT and helpdesk request and maintenance, set up works.
  • Raise IT related PRs (procurement requests) for Turkey program needs.
  • General work in assisting in the overall process and day-to-day duties of the Turkey Program’s Systems function such as helping with survey creation and generating reports
  • There can be at times manual handling and lifting needed to setup hardware IT equipment at offices.
  • Other technical duties assigned by direct line manager or technical manager, ITCO.

Requirements (essential):

  • Turkish citizenship.
  • University or institute degree in Computer Science or related discipline.
  • Minimum of 2 years’ experience in the IT industry sector.
  • IT related education certification such as technical courses.
  • Good knowledge in Data Privacy and Information Security.
  • Excellent technical knowledge of network and computer hardware.
  • Experience in WAN technologies (Broadband, WAN modems).
  • Experience in LAN configuration (Switching, WLAN).
  • Experience in Routing and routers configurations with ability at basic level of network switch and routers connections. Troubleshooting and resolution of network issues.
  • In depth knowledge of DHCP, IP addressing schemes, DNS.
  • Experience in Microsoft Office365 programs in general.
  • C1 level of English speaking and writing.
  • Being enthusiastic, ambitious, and keen on learning new skills with a positive attitude
  • Attention to detail, conscientiousness and having an ability to work on his/her own initiative is also essential.
  • Able to prioritize and execute tasks in a high-pressure environment.
  • Very enthusiastic and keen to work hard to achieve the objectives of the program.

Requirements (desired):

  • Knowledge of cloud backup solutions such as Microsoft Office365.
  • Certificate/work experience minimum 1 year, in Dynamic Host Configuration Protocol(DHCP), Wide are networks(WAN), Local Area Networks (LAN), and CISCO systems/networks.
