Project Background

Integrity Global (Integrity) currently implements the Asia Bureau Monitoring, Evaluation, and Learning (Asia MEL) contract to provide technical assistance and advisory services to support the U.S. Government’s (USG) Indo-Pacific Strategy (IPS) and other Asia Bureau strategic priorities. Integrity and its partners will perform tasks related to the collection and analysis of data as well as the learning from evidence regarding USAID Asia Bureau and the USAID Indo Pacific activities, including:

  • Help update USAID’s Indo-Pacific MEL framework.
  • Collaborate with USAID to compile and aggregate data on USAID’s implementation of the Indo-Pacific Strategy 2022 and the specific Indo-Pacific Initiatives/Program Focus Areas.
  • Provide technical expertise for analytical and/or evaluation activities upon request, or directly conducting these activities for Asia Bureau or Asia Missions/Ous.
  • Support Knowledge Management, Collaborating, Learning and Adapting (CLA) and Strategic Communication.
  • Develop training for Asia Bureau, Asia Missions/OUs, and implementing partners when requested.
  • Produce other Analytics and Evaluation Reports based on demand.

Scope of Work

Integrity intends to hire an IPS Annual Reporting Specialist to provide short-term technical assistance (STTA) in collecting, reviewing, and reporting on data reported by Indo-Pacific Missions and Operating Units (OUs) for programming that aligns with the USG’s IPS. The specialist will report to Integrity’s Chief of Party (COP) for Asia MEL and will work closely with the Performance Monitoring / MEL Specialist and MEL Associate for the activity. The Specialist will contribute to the annual IPS Initiatives/Program Focus Areas reports. For more information, please see these past annual reports.

Terms of Reference

The IPS Annual Reporting Specialist will be responsible for the following tasks:

  • Coordinate closely with the Asia MEL team to assume responsibility for certain IPS Initiatives/Program Focus Areas, which may include IPS Democracy, Human Rights, Governance (DRG), Digital Connectivity and Cybersecurity Partnership Initiative (DCCP), Infrastructure Transaction and Assistance Network Initiative (ITAN), Trade and Competitiveness (T&C) Program Focus Area. Also, Clean Enhancing Development and Growth through Energy (EDGE) Asia Initiative, Natural Resources Security and Safeguards (NRSS) Program Focus Area, Workforce Development and Primary Education (WDPE), Health Systems in the Indo-Pacific (HSIP), and cross-cutting outcomes and other topics. This includes Gender Equality and Social Inclusion, Private Sector Engagement, Civil Society Engagement, Anti-Corruption, and Climate Change.
  • Review submitted and pre-submitted Development Information Solution (DIS) and Performance Plan and Report (PPR) data from Missions and OUs and provide feedback to ensure that the data meets the standards for annual reports.
  • Pull relevant data from both the DIS and PPR for all IPS Missions and OUs and review, marking specific results related to particular Initiative/Program Focus Areas. This is done by transferring all data into a Word document and marking relevant data according to where it fits best.
  • Review the data for completeness and clarity and compile a list of data questions for Mission/OU clarification through this process.
  • Organize data into specific results per the relevant Goals/Outcomes of each Initiative/Program Focus Area, identifying high-level results for each of the Goals/Outcomes. High-level results vary by Initiative/Program Focus Area, but generally they should focus on the higher-level outcomes achieved by IPS activities.
  • Draft IPS reports beginning with a collation of all raw data according to data type: qualitative and quantitative. Group raw qualitative data according to Goal/Outcome and Mission/OU. Then, layer quantitative data into the relevant Goal/Outcome and Mission/OU sections.
  • Edit documents by removing repetition, indirect voices, and using simple past tense to align copies with IPS-specific stylistic choices and the USAID Style Guidelines.
  • Support the COP, Performance Monitoring / MEL Specialist and MEL Associate in tracking USAID reviews of the IPS annual reports, including drafting communications for Missions and OUs and Asia Bureau teams.
  • Incorporate feedback on annual reports including from Asia Bureau MEL team, Technical Services (TS) teams, Missions/OUs, and from other team members within Asia MEL.

Your Experience and Expertise

Candidates for the IPS Annual Reporting Specialist positions should have:

  • A Master’s degree in economics, international relations, international development or a related field with at least eight (8) years of relevant experience in program monitoring and evaluation, proficiency and skills in quantitative and qualitative data collection and analysis, data management and reporting approaches in a development context.
  • Experience with USAID PPR process and DIS system.
  • Experience with management information systems for capturing performance data.
  • Knowledge of results frameworks and how to apply a theory of change (TOC) to goals and objectives as well as familiarity with M&E methods of evaluating the worth of program accomplishments.
  • Strong writing skills.

Languages

  • Written and oral fluency in English, with the ability to write clear and compelling narrative.

Estimated level of effort

  • The anticipated level of effort (LOE) for the IPS Annual Reporting Specialist is 20 days.
