GOAL

GOAL invites prospective Consultants to submit tenders for a 3-year Framework Agreement (FWA) for Technical and Capacity Building Support to Market Systems Development (MSD) across GOAL’s Global Programmes.

TYPE OF CONTRACT: Framework Agreement (FWA)

A framework agreement (FWA) is an agreement with a single Consultant (or group of consultants) to establish terms governing contracts that may be awarded during the period of the FWA. GOAL, as contracting authority, does not guarantee any volume of orders under FWAs as all purchases will be based on the needs and activities of GOAL.

To participate in the FWA, respondents will need to be successful in this tender exercise. The FWA will set daily rates for the FWA duration (up to a maximum of 3 years). Quality of the service received will be reviewed jointly on an annual basis by GOAL and framework Consultants to make sure it’s satisfactory. Each time there is an MSD consultancy requirement, consultants who are eligible for the activity with the key skillsets will be approached with a Terms of Reference and asked to verify their availability following which, a contract will be agreed with the most appropriate Consultant.

Consultant skills and experience required:

Technical support for Market Systems Development (MSD) and Monitoring & Results Measurement

  1. Experience in leading market systems research, analysis and mapping with in-country teams in a range of systems, such as food systems (crop, livestock, fisheries & agro-forestry), financial systems, water & sanitation systems, labour & enterprise market system.
  2. Experienced in training & coaching of in-country teams in MSD
  3. Experienced in designing monitoring and result measurement system for MSD programming
  4. Experience in building capacity in adaptive programme management

Experience in systems programming in health and nutrition an advantage
