What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

Working collaboratively with internal and external stakeholders, the Investigation Analyst / Quality Assurance Advisor (“Advisor”) is responsible for ensuring the compliance with the ICRC CoC Operational Guidelines, acting as the interface with the Global Independent Board of Appeal (GIBA), and supporting policy and standard operational procedure development in consideration of applicable national laws. S/he is recognised as the leading expert in internal justice procedures.

Main duties and responsibilities

Under the guidance of the Head of Investigations, the Advisor:

  • Conducts legal research and analysis, providing legal advice to ERCO on matters related to investigations, allegations of misconduct and the applicable legal frameworks.
  • Conducts legal research and analysis of national laws, internal justice jurisprudence, labor laws and investigative policies and procedures, taking into account standards set by the ERCO / GIBA mandates and CoC Operational Guidelines.
  • Liaises as necessary with other ERCO and/or ICRC employees, heads of delegation, field staff, General Counsel and other stakeholders, including external agencies.
  • Supports the drafting, review and editing of ERCO investigation reports and other investigation products and ensures that these are in compliance with CoC Operational Guidelines, GIBA rules of procedure, and other ICRC policies and frameworks.
  • Provides support and advice on communications and reporting to the GIBA.
  • Produces timely quality assessments on completed high priority cases, identifying any potential gaps in the process and makes recommendation to the Head of Investigations on the next course of action.
  • Provides legal research and advice as requested by the Head of Investigations.
  • Reviews Management Implication Reports (MIRs) where required in higher risk misconduct cases and supports the identification of trends and gaps with respect to internal control matters.
  • Supports the drafting of the ERCO Annual Report and other reporting instruments.
  • Provides support and advice to Sanction Owners/Sanction Committees during the disciplinary process.
  • Ensures timely tracking of the sanction and disciplinary measures taken as a result of substantiated misconduct investigations.
  • Provides support and advise to ERCO Investigation Unit on international investigation best practice and industry standards.

Education required

  • University degree in law, social sciences or other relevant subject
  • P rofessional certifications in recognized institutions, e.g. Association of Certified Fraud Examiners (ACFE) an asset
  • Excellent spoken English and French and strong English drafting skills
  • Computer proficiency. Mastery of software applications used in administrative investigations desirable

Experience Required

  • Typically between 8-12 years experience
  • At least 2 years of experience in the field of investigations and application of internal justice mechanisms / code of conduct in an international environment
  • Experience with investigatory procedures and practices, including conducting investigations, preferably in the public sector administrative context and working knowledge of Disciplinary/Administrative Tribunal jurisprudence and legal, procedural and evidentiary standards
