Mission and objectives

Context

The Southeast Asia Regional Program on Combating Marine Plastics (SEA-MaP) is funded by the World Bank. It supports the implementation of the ASEAN Regional Action Plan (RAP) for Combating Marine Debris. It focuses on reducing plastics consumption, increasing recycling, and minimizing leakages to prevent land and sea-based marine plastic pollution in Southeast Asia. It strengthens plastics policies and regulatory frameworks and promotes innovative solutions to help reduce plastic pollution in Southeast Asia. ASEAN implements the SEA-MaP Regional Project through the ASEAN Secretariat (ASEC) within the ASEAN structure and mechanisms for collaboration and consultation across the ASEAN Member States (AMS) and with development partners. The ASEC entered an Outputs Agreement with UNOPS, under which the parties agreed on the functions UNOPS executes to assist ASEAN in project activities. The UNOPS Regional Implementation Support Unit (RISU) acts as the back-end technical support unit to the PMU: it supports the PMU on project implementation, procurement, financial management, environmental and social compliance, and monitoring, evaluation, and reporting.

Task description

Under the direct supervision of the SEA-MaP RISU Project Management Support Senior Officer and the overall coordination of the SEA-MaP RISU Senior Programme Manager, the UN Volunteer will undertake the following tasks: Project Management: Support in developing and drafting concept notes, TOR, project documents, project briefs, proposals, and presentations. Support in following-up on specific activities, including organising events, meetings, and workshops, as appropriate. Contribute to prepare to the project’s plans and budgets. Contribute to draft the requirements definitions for procurement processes. Support the RISU to comply with the monthly and quarterly project management requirements. Monitoring and reporting: Support the RISU team in providing quality control for the management of project outputs (project documents, reports, etc.). Contribute to keeping track of the deliverables of the implementing partners against agreed plans and keeping the tracking tools updated. Support the regular review of project status, evaluating performance criteria (scope, cost, schedule and quality). Support the RISU team in preparing quarterly, six-monthly and annual reports. Stakeholder management: Support the UNOPS RISU Project Management Support Senior Officer to expand the stakeholder mapping, communications plan and engagement strategies and update profiles accordingly. Contribute to organizing project and stakeholder meetings as and when necessary and maintain records of these meetings. Provide support in preparing background materials for meetings and discussions with partners, counterparts, and stakeholders at large. Assist in researching relevant stakeholders’ initiatives and strategies for preparing the work packages’ TOR. Communications Support communications with internal SEA-MaP stakeholders. Contribute interfacing with procurement/purchasing staff. Support follow-up on specific communication activities, including organising events, meetings, and workshops, as appropriate. Support in developing communication pieces for newsletter and websites, social media messages, presskits to share through UNOPS communication channels at country, regional and global level. Knowledge management Contribute to identifying, recording, and sharing lessons learned. Contribute to organizing RISU data repository and filing system. Support in ensuring the adequate maintenance of project files and lessons learned to ensure that they are duly recorded. Regularly share information with RISU team on researches, policies and good practices relevant to the project

This assignment is funded by the Kingdom of Saudia Arabia and only nationals of that country are eligible to apply. You may apply to a maximum of three assignments and indicate the order of preference in the ‘Additional remarks’ field when filling in the application form. The deadline for applications is 13 October 2023.

Nationality

Candidate must be a national of a country other than the country of assignment.

Required experience

1 years of experience in (minimum three months): Environment Nature, life sciences Marine Ecology Innovation in waste management Project management Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;

Living conditions and remarks

Indonesia is a non-conflict country, and it has intact infrastructure and facilities. Jakarta is a good place to live, with high cost of living, safety and culture ratings. OCHA Indonesia maintains a Business Continuity Management Plan to ensure its readiness to respond to hazards that may compromise the well-being of its staff and/or its ability to carry out its mandate.
