With objectives to:

  • Support to Mission East’s Afghanistan, Iraq and Syria security management,
  • Support to delivery of effective security systems across the organisation,
  • Provision of security advice to staff travelling to insecure locations;

Mission East are currently seeking a dedicated service provider / individual consultant to provide high level security support and advice for all country programmes, including with a focus on supporting our team in Afghanistan, and providing security advice to travelling staff.

The outputs / deliverables are:

Support Mission East’s Afghanistan, Iraq and Syria teams with security management advice

  • Provide advice on security decision making in Afghanistan, Iraq and Syria (including during “incidents”).
  • Participate in weekly meetings with Afghanistan Security Manager and Country Director (and at times wider staff)
  • Assist Syria team with development of security manual
  • Train and support staff on interactions with Afghan Authorities around security.
  • Support Afghan security manager facilitating safe Expat travel to insecure provinces.
  • Support Afghanistan and Iraq security managers in revisions of security manuals and SOPs through advice and sign off on new versions.

(The TOR does not include country visits – though separate agreement may be reached with the consultant if needed for Syria and or Afghanistan)

  • In the event of security incident participate in HQ Crisis Management Teams (discussion on number of billable days to be considered in that event)

Support effective security systems across the organisation

  • Meet monthly with Operations Director
  • Provide advice on developments in security good practice
  • Review security documentation and systems including review of field security manuals / SOPs for different countries as they come up for revision, as requested by Operations Director.
  • Keep an eye on security developments in partner led countries (Armenia, Lebanon, Myanmar, Nigeria, Ukraine) and new field locations where required.

Provide security advice to staff travelling to insecure locations

  • Prepare / review security sections of travel plans
  • Security Briefings with HQ staff prior to travel to insecure locations

Regular tasks

  • Weekly meeting with Afghan security officer and CD Monthly meeting with Operations Director
  • Reviewing travel plans and giving security briefings
  • Follow up of actions from security reviews

Timeline:

This is a long-term (up to 2 year) service position – with an average workload of 5 billable days per month. In the event that the scope of the service required changes significantly, it may be necessary to review and re-tender at an earlier stage. Mission East will routinely re-tender the contract on a regular basis.

Working times are flexible and to be mutually agreed. Service is expected as needed during security incidents or periods of heightened threat.

It is anticipated that the service delivery will commence from early 2023.

  • (for companies) A copy of the company’s registration document
