Summary of Position

The International Recruiter (Proposals) is responsible for leading capture and proposal sourcing and recruitment efforts for the new business development teams as well as managing the candidate experience through screening, interviewing, assessing, and identifying them for potential opportunities. This role is also responsible for building a talent pool for key positions such as Chief of Party, Deputy Chief of Party, Monitoring and Evaluation and Finance Leads. The role will also help source and identify technical talent (domestically and internationally) needed to support business development efforts. Preferably this position will be based in Washington DC. However, remote locations within the United States may be considered.

Primary Responsibilities:

  • Partner with new business development teams to anticipate and scout top key personnel candidates during intel gathering and live proposal phases.
  • Create candidate pipelines for proposed key personnel, consultants, and short-term temporary assignments.
  • Develop and maintain excellent relationships with technical area representatives, new business development teams and candidates by delivering efficiency, visibility and efficacy of recruiting processes and outcomes.
  • Represent V37 at industry specific recruitment roundtable discussions (e.g. Humentum, Devex, LinkedIn etc.)
  • Provide training and ongoing support to HQ teams on proposal recruiting practices and applicable recruiting policies and procedures.
  • Track recruitment metrics to compile into a weekly recruitment tracker and quarterly HR Scorecard.
  • Leverage applicant tracking system and databases to retain knowledge of candidates and support acquisition efforts.
  • Cultivate relationships with preferred providers of recruiting services and manage proposal recruiting consultants to meet surge support needs – including drafting SOW and ensuring quality deliverables.

Required Skills & Qualifications:

  • Bachelor’s degree in Human Resources Management, Business Administration, International Studies or related field and a minimum of 3-5 years of relevant experience.
  • Demonstrated success recruiting for USAID funded projects and deep understanding of proposal recruiting processes.
  • Demonstrated success and experience in talent identification and recruitment within the context of donor funded agriculture projects funded by a diverse range of donors, e.g., foundations, corporates, non-USG bilateral, USDA.
  • Existing network of top talent for Ag development work.
  • Proven ability to use various sources and networks including social media to proactively source and identify candidates for difficult positions with stringent requirements.
  • Demonstrated success using diversity job boards and groups to identify candidates from diverse backgrounds.
  • Ability to work with diverse employee groups, including an international employee population. Demonstrated ability to collaborate as part of a multicultural team.
  • Advanced MS Office Products skills and experience with Applicant Tracking Systems such as Workday, Avature and Devex.
  • Demonstrated success in networking and engaging with internal and external teams and maintaining strong relationships.
  • Excellent English language written and verbal communication skills.

Preferred Skills & Qualifications:

  • Experience recruiting for USAID’s Feed the Future project.
  • French and/or Portuguese language skills. Understanding of current development trends.
