Context:

IOM in South Sudan has a broad range of programming centered around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Ongoing intercommunal clashes and political instability have resulted in widespread displacement in South Sudan. As of 2023, according to IOM’s Displacement Tracking Matrix, an estimated 2.3 million people were displaced across the country. Most were displaced due to the outbreak of civil conflict in 2013 and 2016, as well as due to recent flooding in South Sudan’s northern States. Since the official cessation of hostilities in 2018, high numbers of IDPs and refugees have returned to their areas of origin or relocated in pursuit of durable solutions, but assistance has been limited and, as a result, their level of vulnerability remains high.

With significant shortfall in humanitarian funding to South Sudan, promoting development-oriented solutions to internal displacement based on high-quality, trusted data has emerged as a top priority.

Under the overall guidance of the Emergency Preparedness and Response Coordinator and the direct supervision of the Programme Coordinator (DTM), and in close coordination with relevant IOM thematic units, the Programme Coordinator (Data on Solutions to Internal Displacement (DSID)) will drive the roll out of the DSID Framework at the interagency level in South Sudan and support the reorientation of IOM South Sudan’s data and analysis capacity toward durable solutions.

  3. Establish and chair a multi-stakeholder DSID Working Group (or platform/process) at the country level, ensuring broad participation and strong linkages to other assessment or information management working groups and national and State-level Durable Solutions Working Groups.
  4. Through the DSID Working Group, oversee the roll out of the DSID Framework at the interagency level, charting a path toward better quality, harmonized data on solutions to internal displacement in South Sudan.
