The role of the International Mechanical Clearance Advisor, is to provide assistance in the training of State Emergency Services oh Ukraine staff in the application of the Mechanical Clearance SOP in the field on clearance tasks, integrating the mechanical team with follow-on clearance assets and assisting to develop protocols for disabled machine recovery and for the transportation of the machine and equipment to the task site. He/she will mentor mechanical team leaders while on clearance operations and monitor compliance with SESU SOPs, NMAS and IMAS and assist SESU quality management staff.

Roles and Responsibilities:

The role and responsibilities of the International Mechanical Clearance Advisor:

  • Technical cooperation with SESU mechanical team members and senior management in the ongoing development of the SESU Mechanical SOP.
  • Assist the Project Manager to secure the provision of equipment and negotiate acceptable procedures with the aim of providing technical training of manual clearance teams in techniques associated with the ‘follow-up’ of mechanical systems.
  • Together with the mechanical Logistic Advisor, assist SESU with the development of appropriate disabled machine recovery protocols and procedures.
  • Assistance with the selection of vehicles and equipment used as mobile workshops and mechanical support and providing training on these vehicles and equipment to SESU mechanical teams.
  • Participate in any additional training upon the request of SESU for mechanical clearance methodologies and manual clearance (follow up the machine).
  • Provide technical guidance on repairs and maintenance of the machines in the field and at scheduled intervals.
  • Support the Project Manager and Mechanical Logistics manager as required.
  • Support other FSD projects as applicable.
  • Participate and contribute to the visibility of FSD HGBF Project;
  • Report on a regular basis to the FSD HGBF Project Manager. Some formal reporting may be required on a monthly and quarterly basis to comply with FSD’s internal reporting schedule and donor requirements;
  • Participate and contribute to the visibility of FSD HGBF Project;
  • Ensure compliance to FSD’s Code of Ethics and Code of Conduct guidelines and procedure, this includes pro-active briefing, monitoring and reporting of all and any digressions under FSD’s policies.

Mandatory Competencies:

  • Minimum 10 years technical field/operations and programme management – Mechanical Demining experience and exposure to demining, EOD (IMAS level 3+).
  • Minimum 5 years’ experience of Mine Action QA/QC procedures.
  • Minimum 5 years’ experience of working with mine action authorities at a technical and/or management level.
  • Minimum of 5 years’ experience of writing and drafting SOPs, technical working practices and standards.
  • Minimum of Bachelor’s Degree, preferable Master’s degree in a technical or social science field or similar.
  • Proficient in, and knowledge of, all IMAS and Mine Action SOPs.

Preferable Competencies:

  • Experience of capacity building of a national authority or similar (in a technical advisory role).
  • Experience of drafting national mine action standards or similar technical standard writing.
  • Basic knowledge (or higher) of Ukrainian or Russian.

Reporting:

The International Mechanical Clearance Advisor reports to FSD HGBF Project Manager.

Location and Travel:

The FSD HGBF International Mechanical Clearance Advisor is based in Kharkiv, province of Kharkiv with travel to other province where the SESU mechanical team under HGBF foundation works, Sumy, Luhansk, and Mykolaiv.

Upon request of SESU, the International Mechanical Clearance Advisor may visit other location if in accordance with the general objective of the HGBF Project.

General:

  • Ensure familiarity with and adhere to all FSD policies, procedures, and security plan.
  • Participate in meetings, networks, and seminars as and when requested by HGBF Project Manager or FSD Ukraine Country Director.
  • Participate in FSD training activities as and when requested by HGBF Project Manager or FSD Ukraine Country Director.
  • Undertake the role in a manner appropriate to respective cultural contexts and within all local legal frameworks.
  • Undertake any other duties appropriate to the post as may be required.
