Background

USAID Tajikistan Tuberculosis (TB) Bilateral Activity is a five-year project funded by the U.S. Agency
for International Development (USAID). USAID Tajikistan Tuberculosis (TB) Bilateral Activity aims to
reduce the burden of TB in the Republic of Tajikistan. The project activity results are focused on
improving case detection and notification for all forms of TB, increasing the number of patients cured
of all forms of TB, strengthening TB prevention by expanded preventive treatment and improved
infection prevention and control (IPC) interventions, and strengthening TB system resilience and
reliance in public health emergencies

Scope of Work

FHI 360 is seeking a qualified International Consultant/Trainer on Infection Prevention and Control to
provide technical support to NTP in finalization of the National Guideline on Infection Control
(hereinafter IPC) within National TB Control Program in Tajikistan and conduct 5-days training on Infection Control for National and Regional level epidemiologists and assistants of epidemiologists of
Tajikistan. It is expected that after finalization of National IPC Guideline and conducting of capacity
building 5-days training the educated epidemiologists will cascade the knowledges to their respective
colleagues in regions and be able to support TB centers and hospitals to develop and update Infections
Control plans for their TB facilities.

Responsibilities of International Consultant include but are not limited to the following:

  • To edit, improve and finalize the National Guideline on Infection Prevention and Control in line with
    recent WHO guides, standards and protocols for TB facilities;
  • To develop the five days training package on TB Infection prevention and control (IC) based on the
    latest WHO&CDC recommendations;
  • To conduct one five days national training for12 epidemiologist and assistants of epidemiologists from the national and regional levels, TB and PHC (out-patients) facilities;
  • To handover the training package to NTP, Postgraduate Tajik Medical University (Epidemiology
    Department) for continue postgraduate training on IPC course for epidemiology;
  • Prepare a final training report with performance of participants knowledges and recommendations
    (within 5 working days after training);

Deliverables:

  • Updated and finalized National Guideline on Infection Prevention and Control for TB facilities;
  • Training curriculum with education materials (agenda, training module, presentations, pre- and posttests) prepared in Russ or ENG; Russian language is preferable.
  • 5-days training for epidemiologist conducted; Working language is ENG or Russian.
  • Final training report in ENG (or Russian) with analyses of results and recommendations submitted to
    FHI 360

The total proposed Level of Effort for this assignment is 16 working days, exclude time for travel to and
from Tajikistan

Position/Name : Consultant/Trainer on Outpatient Treatment of TB

In-country : 7, Dushanbe, Tajikistan / Remote : 9 / **Total :**16

Preliminary schedule of the mission in Tajikistan is below:

  • Day 1-5: Revision, comments and provide input to the National Guideline on Infection Prevention and
    Control in TB facilities.
  • Day 6-7: Preparation of training materials, including agenda, presentations, module. Working on
    finalization of the training package to be used by NTP TB professionals during the training of National and Regional Level TB Specialists;
  • Day 8: Travel to Dushanbe; Meeting USAID End TB Tajikistan Activity management;
  • Day 9: Meeting the NTP Manager and National Coordinator on Infection Control.
  • Day 10-13: To conduct training at the National level in Dushanbe for epidemiologist from National and Regional levels;
  • Day 14: Debriefing with Activity management and USAID; Handover the Training Package to NTP TB
    Professionals;
  • Day 15: Departure from Dushanbe;
  • Day 16-18: Report preparation and submission based on the possible comments from the managerial team of USAID End TB Tajikistan Activity

Location of Work
The Consultant’s duty station is FHI360 office in Dushanbe and/or remotely.

Qualifications
Desired Qualifications include:
Education:

  • Master’s degree in public health, epidemiology, infection control;
  • At least five years of international experience in public health, IC, lung health and TB;
  • Experience in development of WHO health national strategies, WHO&CDC health policy documents,
    especially related to lung diseases and TB (National TB protocols and programs);
  • Good technical skills in measurement and evaluation, including grasp of methodological and operational dimensions and the ability to link corporate and country level issues;
  • Excellent interpersonal, consultation, communication (both verbal and written), facilitation and
    presentation skills in Russian; Proven knowledge of public health system of Tajikistan;
  • Experience in planning and implementation of the health sector assessments;
  • Excellent knowledge of Russian and English languages;
  • Experience with the design plans for infection prevention and control in TB facilities not less than 3
    years;
  • Experience with the design regulation acts (RA) or analytical instruments in the suppression of infection in health care for at least 3 years;
  • Experience in the development of RA in preventing the spread of infection in TB facilities is an advantage.

Evaluation Criteria
Proposals will be evaluated in accordance with the following criteria:

  • Candidates will be shortlisted based on how well they meet the minimum requirements/qualifications for the position, as demonstrated via the cover letter and CV/resume.
  • Evaluation will be based upon best value, through a combination of qualifications including education (20%), relevant experience (60%), and proposed daily rate (20%).
  • Only shortlisted candidates will be interviewed by the Technical Monitor(s) and references may be
    consulted.
  • Award will be presented to the candidate who passes the interview.
