How can you make a difference?

Under supervision of the Chief Social Policy, Monitoring and Evaluation (SPME), develop a few analytical and advocacy documents to strengthen UNICEF Timor-Leste’s capacity to influence government budget allocation and spending on children by bridging the capacity gaps of national and sub-national governments in the planning, budgeting, and execution of child-responsive budgets.

Work Assignment

1.1. Develop a workplan with the analytical framework

1.2. Hold a brief meeting with UNICEF to review the requirements and support required

Timeline: 5 working days

2.1. Review published reports (including PF4C macroeconomic scanning)

2.2. Review and analyse the budget data

2.3. Review relevant data on children (census and surveys including UNICEF SitAn)

2.4. Hold KIIs with UNICEF Officials

2.5. Develop PF4C assessment document, advocacy briefs

2.6. Develop infographics and supporting analytical statements

2.7. Make changes in the documents based on feedback from UNICEF TLCO

2.8. Develop the slide decks and any supporting documentation for holding consultations with children, key stakeholders

Timeline: 20 working days

• A budget handbook to orient Government Officials on child budgeting, incorporating guidance from UNCRC, UNICEF’s global PF4C framework, Regional Office Strategy, and other documents (to be agreed upon and shared by the UNICEF Timor-Leste Office) – 20 working days

To qualify as an advocate for every child you will have…

• A PhD in Economics or Finance, with specialization in PFM.
• At least five years of progressive work and experience in public Finance Analysis focusing on the social sector, including experience developing and drafting economic policies.
• Excellent analytical and writing skills demonstrated by a proven record of publications and reports relating to the analysis of policy, strategy plan development, etc.
• Good knowledge of fiscal and macroeconomics in middle-income countries.
• Experience working with international development and UN agencies and governments.
• Fluency in spoken and written English

As part of the technical evaluation, applicants must provide one most recent work and a two-page proposal – highlighting the scope of work, the proposed process, risks and other factors.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
