Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to government and migrants.

Context:

This is a 24 months project to enhanced protection services to migrants and access to safe migration through the establishment of a Migrant Resource Centre (MRC). The MRC will act as a one-stop source for providing independent and impartial information, advice, and outreach services to migrants and act as a neutral/safe space for migrants to obtain accurate and gender-sensitive information. Outcome one aims to work at the community level raising awareness on safe migration and provide information to migrants on the options available to enter regularization programmes or repatriation options, the documentation required, migrants existing labour rights, how to report cases or seek relevant legal aid services and protection and provide referral to various essential health services. The MRC will also address the rising xenophobia and stigma that threatens to erode social unity in the Maldives by positioning the MRC as a location for inter-cultural exchange and exposure.

The MRC will support the needs of migrants during the project period while complementing the initiatives being undertaken by the Government. The MRC aims to be a long-term sustainable base, further supporting interventions such as vocational training and cultural activities for reducing xenophobia while enhancing the productivity of the migrant workers. To ensure the needs of migration regardless of migration status and gender, outcome two will collect and disseminate disaggregated migration data. Further, it will address the existing gaps of preventing exploitation of migrant workers by strengthening the increasing disaggregated data on migration for the use of evidence-based decision-making to promote migrants’ rights in long-term decision-making.

Under the overall supervision of the Chief of Mission IOM Sri Lanka & Maldives and the direct supervision of the Project Officer – IOM Male’, the Consultant will be responsible for the outputs listed below.

Core Functions / Tangible and measurable outputs of the work assignment:

1. Develop a rapid needs assessment.

2. Design and develop questionnaires to collect migration data through the MRC.

3. Formulate an Action Plan for the establishment and implementation of the MRC.

4. Present the rapid needs assessment to stakeholders.

5. Conduct training for MRC staff on data protection principles when collecting data.

6. Conduct trainings for journalists and media personnel on migrant rights and ethical reporting on migration related issues, including human trafficking.

7. Provide assistance to develop a media campaign to publicize the newly establish Migrant Resource Centre and the services it provides, on both digital and non-digital mediums in migrant spoken languages.

Key deliverables with realistic delivery dates and details as to how the work must be delivered

First deliverable: Submission of draft Need Assessment- end of first month of the contract

Second deliverable: Submission of Final Need Assessment- Mid of second month of the contract

Third Deliverable: Submission of Finalized Action Plan (produce an action plan on how to collect and utilize disaggregated migration data and how to integrate the MRC into existing government practices for sustainability – End of Third month of the contract

Fourth Deliverable: Conduct a stakeholder meeting with relevant government officials to validate the action plan – By the end of fourth month of the contract

Fifth Deliverable: Facilitate a roundtable dialogue between relevant stakeholder, including government, employers, and civil society to present the data and information collected through the Migrant Resource Centre during the project and identify data gaps to ensure the sustainability discussion on the MRC.

Tangible & Measurable Output and Performance Indicators:

· Availability of finalized rapid needs assessment

· Availability of finalized Action Plan

· Availability of all training materials

Required Qualifications and Experience

Education

· Master’s Degree in Social Science, Development Studies, Humanitarian Affairs, Human Rights, Migration Studies, Sociology or a related field from an accredited academic institution with Five (05) years of professional experience; or

· University Degree in the above fields with Seven (07) years of relevant professional experience.

Experience

· Experience in providing technical assistance / expertise in developing policies, procedures and programs in relation to Safe Migration is desirable;

· Experience in carrying our research studies in the sphere of labor migration, policy making, or any other related area is preferred;

· Previous Experience in carrying out Rapid Needs Assessment and Delivery of Trainings.

· Knowledge on structures and functions of policy makers in Maldives, National governing bodies in relation to labor migration, stakeholders and related organizations will be an asset.

Languages

Fluency in English is required.
