International Consultant, Mapping Data Gaps in Agency-wide access, and reporting, HQ Amman, Jordan

Within this consultancy we seek to identify a consultant to map data gaps that exist in UNRWA data management and reporting systems, identify areas that need improvement and propose solutions.

Duties and Responsibilities

1.1. The scope of services is understood to cover all activities necessary to accomplish the objectives of the consultancy, whether a specific activity is cited in these Terms of Reference (TOR). A participatory and consultative approach is to be encouraged in the conduct of the services, which will contribute to completion in as timely a manner as possible.
1.2. Key roles and responsibilities
(a) Conduct needs assessment: The consultant will conduct a needs assessment to understand the existing data collection, flow, and management system through desk review of documents, SOPs focusing on program related data and visits to UNRWA HQ and Field Offices. S/he will carry out meetings and interviews with selected staff at the field office and headquarter levels to assess what systems are in place to ensure data quality and proper humanitarian principles documentation. After the assessment, s/he will complete a needs-assessment report and recommend what UNRWA’s data system should look like and present the assessment finding.
(b) Assess potential solutions: The consultant should assess the possibilities of:

• Joined-up processes including a workflow engine and appropriate access controls for users in different UNRWA departments
• Single source of data, thereby minimizing duplication of data and potential reconciliation efforts required
• Integration of BERT and inter-link with other UNRWA systems allow better tracking of all humanitarian principles violations and disciplinary measures across all five fields.
• Inter-link of investigations database with referral and disciplinary data to streamline reporting to external system-wide databases (Clear Check; iReport Tracker) and between HQ and Field Offices
• Writing and reviewing of existing data dictionaries for the databases.
• Specifying the methodology and infrastructure required for future integration of data between UNRWA data systems
  (c) Recommend Solutions: The consultant will submit an analysis of the potential solutions and will explain in detail which solutions are the most suitable for UNRWA. S/he will submit a corresponding and detailed plan about improving data management. The plan should consider:
• SOPs/ Training Manuals
• Data team: members, roles and responsibilities, size.
• Schedule for implementing the plan.
• Capacity building of staff

  Academic Qualifications:
  The Consultant is required to have recognized credentials (Master’s degree plus five years of experience, or bachelor’s degree plus seven years of experience) in Data Management, Database Development, Computer Science, or related fields.
  Experience:
  (a) Good research, analytical and organizational skills.
  (b) A minimum of two continuous years of relevant international experience outside UNRWA,
  and outside the country(s) of which the candidate is a national or holds citizenship, a passport
  or a national identity number.
  (c) Hand-on experience in programme design and/or management
  (d) Strong skills in conducting and overseeing participatory qualitative and quantitative data collection, including through Focus Group Discussions, Key Informant Interviews etc.
  (e) Familiarity with the Agency’s five fields of operation and the Middle East at large.
  (f) Familiarity with the UN environment and systems, particularly the Global Protection Cluster and of recent developments in Information Management. Knowledge of Protection Information Management tools are specifically required.
  (g) Ability to work independently, interacting with technical and non-technical internal and external stakeholders including decision-makers.
  Language:
  Good command of English is required. Knowledge of another UN language especially Arabic is an asset
