International consultant for the development of PAHO/WHO’s resource mobilization action plan

I. Context

Over the past decades, the Republic of Haïti has experienced multiple natural disasters and socio-political, economic and health crises. These frequent crises have resulted in a continuous deterioration of the security and humanitarian situation, thus increasing the vulnerability and fragility of the population throughout the country. Due to the insecurity, many Haitians are forced to move and live in a state of notorious precariousness.
With regards to health, the sector has experienced many shocks and is characterized by the most alarming indicators in the Caribbean region. In Haiti, the causes of mortality are poorly documented. The Institute for Health Metrics and Evaluation (IHME) established in 2019 a list of the ten leading causes of death in Haiti, which include: ischemic heart disease, stroke, lower respiratory tract infections, HIV/AIDS, neonatal disorders, diabetes mellitus, diarrheal diseases, congenital malformations, interpersonal violence, and chronic renal failure. According to the same source, this list has not changed significantly in previous years.
In Haiti, mortality and morbidity among the population remains very high. According to the World Health Organization, the World Bank, and EMMUSVI estimates, the adult mortality rate, i.e., among 15-50 year olds, is around 4.7‰ among men and 3.8‰ among women, for the period 2009-2017. The same source reveals that maternal mortality ratio is 656 deaths per 100,000 live births. Child mortality has decreased for all age groups, but at an insufficient rate. Indeed, with a mortality rate of 65‰ in 2018, the country is still far from the level targeted by the SDGs, by 2030. In addition, in 2018, the PSNM-HIV reported 3,100 HIV-related deaths and the TB mortality rate among HIV-positive individuals has stagnated over the past 10 years. The malaria mortality rate is 0.40/100,000 (Global Malaria Program 2019). Furthermore, the latest health crises, namely the COVID-19 pandemic and the cholera outbreak, have further contributed to the increase in morbidity and mortality in the whole country.
To strengthen the health system and improve access to and use of services by the population, the country, with the support of partners, has developed numerous tools and instruments1. However, the Ministry of Health and Population and other sectors involved are not able to effectively implement policies, strategies, and plans that have been developed owing to challenges related to poor governance, limited human and financial resources, insecurity, and socioeconomic and political unrest.
Due to multiple crises above-mentioned, the country is in a critical situation where humanitarian needs continue to increase. In response to this situation, the Pan American Organization/World Health Organization (PAHO/WHO) is playing a leading role among the partners of the Ministry of Health and Population as well as among humanitarian actors. PAHO/WHO’s role revolves around the components of the health system and translates into multi-faceted support provided through different programs. In

II- Need for resource mobilization

To implement its action plan and support the government in strengthening the health system, improving universal access to services, and better preparing for and responding to health emergencies, PAHO/WHO would like to effectively and sustainably strengthen activities supported by its various technical cooperation components, which include:

  1. Health system strengthening;
  2. Family, health promotion and life course;
  3. Communicable and non-communicable disease control;
  4. Health emergency preparedness and response;
  5. Universal access to immunization.
    To achieve its ambition and ensure its long-term financial and functional autonomy, there is an urgent need to mobilize substantial resources. To this end, PAHO/WHO needs to expand the portfolio of its technical and financial partners. But one of the unresolved issues is the mechanism by which PAHO/WHO will mobilize resources that will gradually enable it to meet its operating and operational costs efficiently and effectively. This requires the development and implementation of resource mobilization action plan to maximize resources and secure the impact and sustainability of PAHO/WHO’s actions in Haiti. The purpose of these terms of reference is therefore to recruit an international expert to lead the development of a resource mobilization action plan for PAHO/WHO.

III. Objectives

General objective
The overall objective is to provide PAHO/WHO with a resource mobilization action plan.
Specific objectives
Specifically, this will includes:
• Develop a methodological document describing the work approach;
• Conduct interviews with the PAHO/WHO’s management team (Representative, Deputy Representative, Administrator, Program Officer and technical program managers) ;
• Develop a comprehensive action plan for mobilizing PAHO/WHO internal and external resources (in French and English) ;
• Develop a document (mapping) that provides information on current and potential resource partners as well as trust funds or other potential funding sources and their procedures ;
• Propose a technical mechanism within PAHO/WHO for the implementation of the resource mobilization action plan.

IV. Expected results/Deliverables

The consultant, under the supervision of the PAHO/WHO Representative in Haiti and supported by the Deputy Representative, will deliver the following results :
• The production of a resource mobilization action plan covering the period 2023-2025;
• The production of a mapping that provides information on potential resource providers as well as trust funds or other potential sources of funding and their procedures (in annex).

V. Consultant profile

The successful candidate for this assignment must have the following qualifications and experience:
• The candidate should have a minimum of a Master’s degree in any of the following relevant disciplines: communication, social sciences, public policy, public health, health economics ect…….
• Have at least 10 years’ experience in developing policies, strategies and plans;
• Have in-depth understanding and thorough knowledge of health and development issues, resource mobilization and partnership ;
• Previous experience in similar assignments will be an added advantage;
• Demonstrate strong ability to work independently and meet deadlines;
• Proven experience and skills in developing policy, strategic documents at global, regional and national levels will be an asset.

VI. Duration of the consultation

• The expected duration of the assignment is 06 weeks from the date of contract signature.
• The deadline for submission of applications is June 15, 2023;
• The consultant will be expected to spend part of the assignment in Haiti (02 weeks) working with the PAHO/WHO office management team ;
• The development and submission for comments and inputs on the draft action plan, and partner mapping will be done remotely (02 weeks) ;
• The consultant will have 02 weeks to finalize and present the final documents during a virtual meeting with the PAHO/WHO management team.

VIII.Selection criteria

Applicants will be selected based on the following criteria:
•Relevance of experience and qualifications to the assignment ;
•Previous experience in the development of policies, strategies, and strategic plans at thenational, regional, and global levels;
•Proven experience in resource mobilization and partnership;
•Oral communication skills in French in order to interact with all stakeholders ;
•Proven writing skills in French and/or English.

IX.Payment

Payment will be made in two installments according to the following schedule:
•50% upon signature of the contract ;
•50% after submission and validation of the final version of the documents by the management team.
