Project title: Develop capacities on circular economy for micro, small, and medium-sized enterprises in Mongolia

Expected start of the assignment: September 2022

Duration of assignment: 5 person-months, intermittent (September 2022 – May 2024)

Type of contract: External consultant, fee-based (daily). Payment on deliverables.

Background:

People In Need (PIN) UK is looking for an International Consultant – Circular Economy Specialist to apply to an Asian Development Bank (ADB) Tender. The aim of the project is to help women-owned or women-operated micro, small, and medium-sized enterprises (MSMEs) in Mongolia bounce back from the COVID-19 crisis and focus on a green and resilient recovery.

The outputs will be the followings:

  • A comprehensive assessment of the opportunities, barriers, levers, and entry points for operationalizing circular economy approaches in selected sectors in Mongolia;
  • Develop and implement the capacity building program on circular economy for MSMEs
  • Prepare knowledge products and organize national and international events

Job Description:

The Consultant will be working in a team of 5 experts and he/she will be in charge of the design and implementation of a technical assessment for the promotion of circular economy concepts and practices among MSMEs in the food and packaging sectors, assessing the background frameworks and environments, barriers and potential drivers. He/she shall also prepare a report of findings, support technical inputs and forums at regional scale, support the design and delivery of capacity building programs and the preparation of knowledge products.

(i) Design and carry out a technical assessment on the potentials for promoting and circular economy concepts and practices among MSMEs in the food and packaging sectors in the context of the tourism industry in Mongolia.

(ii) Assess the current regulatory and policy frameworks, industry standards, green financing policies, mechanisms, supply chains, available technologies, MSMEs knowledge and exposure to circular economy in the selected sectors, consumer preferences, specific barriers experienced by women-owned or women-led businesses and identify levers and entry points for businesses in these sectors to adopt circular economy practices.

(iii) Prepare a report on the findings from the assessment and provide recommendations.

(iv) Support organization and provide technical contributions in seminars/workshops with local partners and co-lead one virtual international forum with CAREC member countries in collaboration with FRC.

(v) Provide technical inputs for the development of the training and bootcamp program for at least 350 MSME female entrepreneurs to introduce the concepts and practice of circular economy, present international case studies, and work with trainees to explore opportunities related to the re-design of products to increase their sustainability.

(vi) Identify and coordinate the engagement of national and international resource persons to input specific technical expertise during the development and implementation of the capacity development program.

(vii) Support the design of the mentorship and capacity building support to MSME female entrepreneurs to fund initiatives for the application of circular practices, including providing technical support for the selection criteria and guidelines for the implementation of the program;

(viii) Support the preparation of knowledge products based on the implementation of the capacity development and mentorship program.

Qualifications:

General Professional Experience

  • At least 15 years of experience in business development and education in emerging green technologies, circular economy, and sustainability research and/or consulting assignments with international organizations;

Specific Professional Experience

  • Demonstrated understanding and experience in bridging the public and private business dimensions for the development of sustainable solutions;
  • Demonstrated experience in providing policy advice based on international best practices, with publication track- record;
  • Experience in working on the circular transformation of micro-small and medium-sized enterprises in food systems, and/or the tourism sector.

Qualification and skills

  • Advanced degree in sustainable business design, environmental studies, engineering, waste management, or a related field;
  • At least 15 years of experience in business development and education in emerging green technologies, circular economy, and sustainability research and/or consulting assignments with international organizations;
  • Experience with ADB consultancies is highly desirable;
  • Full proficiency in English and excellent writing skills. Working knowledge of Mongolian language considered as an asset;
  • High level of computer skills;
  • Capacity to work in team and to meet deadlines for requested deliverables.
