International Consultant

SUMMARY

Caritas Czech Republic (further listed as CCR) and A.O. Pro-Development (further listed as PD) are seeking an International Consultant/Expert to provide online expertise/consultancy in the development of telemedicine in providing home care services in the Republic of Moldova.

The expected duration of the assignment is 6 months.

PROJECT INFORMATION

The project aims to increase support and improve the functioning of existing telemedicine services in the home care sector by introducing the necessary infrastructure and legislative changes and improvements. The project focuses on the further development and application of the concept of telemedicine in Moldova, minimum quality standards and accreditation conditions to ensure the necessary preconditions for the development of telemedicine among service providers, specifically in the field of home care for the elderly, people with disabilities and patients requiring palliative care.

TASKS AND DUTIES OF THE CONSULTANT

Under the guidance and supervision of the Project Manager the Consultant/Expert will carry out the following tasks:

1.1. Providing 2 informative sessions about the experience of EU member countries in the implementation of telemedicine services in the home care sector, specifically teleconsultations, especially in the development of the legislative infrastructure, minimum quality standards and accreditation conditions.

1.2. Providing 3 mentoring sessions in the elaboration of:

– the concept of telemedicine services in the home care sector in Moldova;

– the minimum quality standards and accreditation conditions.

1.3. Consulting the draft of the concept of telemedicine services in the home care sector and the elaboration of the minimum quality standards and accreditation conditions, developed by Moldovan experts and giving feedback.

Breakdown of tasks with expected timelines:

Providing 2 informative sessions about the experience of EU member countries in the implementation of telemedicine services in the home care sector

• 2 Online informative sessions and materials for Moldovan experts. 4 hours for preparatory sessions; 8 hours for 2 online information sessions.

Providing mentoring sessions in the elaboration of the concept of telemedicine services in the home care sector (specifical teleconsultations) and the elaboration of the minimum quality standards and accreditation conditions.

• Mentoring sessions and minutes/reports with Moldova experts. 12 hours

Consulting:

– the draft of the concept of telemedicine services in the home care sector;

– the draft of the minimum quality standards and accreditation conditions, developed by Moldovan experts and giving feedback.

• Minutes on online meeting(s) aiming to consult/adjust/advise the development of the project of the concept and the minimum quality standards and accreditation conditions with Moldovan experts. List of recommendations changes, feedback/inputs and comments delivered to Moldovan experts on the above-mentioned documents 24 hours

REQUIREMENTS:

The consultant/expert is expected to:

– demonstrate a relevant working experience of at least four (4) years in Telemedicine services in the home care sector/development of minimum quality standards at the national or international level and/or;

– be familiar with the policy, regulatory and institutional frameworks in relevant sectors and public administration systems at the international level;

– have very good knowledge of the English or Russian language, both in writing and orally;

– have strong analytical skills ability to work in an international team environment;

– have very good skills in elaborating digital materials and delivering online training.

SELECTION OF SUPPLIER AND SELECTION CRITERIA

The Consultant/Experts will be selected based on offers containing:

• CV – description of experience and expertise;

• Prove of relevant expertise in the field;

• contacts two persons/institutions that can provide a reference, and/or

• Financial offer.

The selection criteria will be as follows:

• Offered price (25%);

• Proven expertise and experience (75%).
