Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

The Communication officer will serve specifically 2 projects: The project “PROMOVE Agribiz” and the ProDAI respectively funded by the European Union and AICS. The objective of both projects is to contribute to sustainable, inclusive and broad-based economic growth and poverty reduction in the context of national food and nutrition security as well as climate change. The specific objectives are: i) to improve food and nutrition security and resilience of smallholders through climate-smart and nutrition-sensitive agriculture development in the provinces of Nampula and Zambézia; and ii) to enhance rural competitiveness through increased participation of smallholders and Micro, Small & Medium Enterprises (MSMEs) in economic activities, economic diversification, improved access to rural services and improved rural investment climate in the provinces of Nampula, Zambezia, Sofala and Manica. Both projects relay on important institutional cooperation at central, provincial and district level. The broad range of stakeholders from Public, Private and Community Based Organizations, requires a significant of communication, information and visibility actionsThrough its Country Offices, or FAO Representations, FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors.

The activities of the FAO Country Offices include design and implementation of country-tailored field programmes, liaison with local donor representatives, and active public awareness-raising and outreach activities related to FAO initiatives such as the World Food Day.

The position is located in the FAO Representation in Maputo, Mozambique.

Reporting Lines

The Communication Officer reporting to overall supervision of the FAO Representative and under the direct supervision of the Head of Programme and of the projects Coordinator(s).

Technical Focus

To increase visibility of the projects and promote awareness of their activities and impact, s/he will develop and manage an effective system for producing key communication materials and identifying relevant events and increasing FAO participation in such events and provide assistance to the communication team of the FAO Representation in Mozambique when required. S/he will also develop the relevant information materials to be broadcasted for large audience of farmers.

Tasks And Responsibilities

  • Processes, coordinates arrangements, and delivers services.
  • Research and analyses communication policy and service delivery issues, maintains operational statistics, and prepares related reports.
  • Contributes to the development of information and training materials and coordinates and assists in the presentation of information/ training sessions to management and staff.
  • Provides information and advice to management and staff.
  • Participates in project teams and work groups.
  • Work closely with the Programme team and members of the project teams to keep abreast of the project activities.
  • Facilitate information exchange between partners and identified stakeholders.
  • Provide support to the project experts pre-drafting articles.
  • Assure the visual identity of any communication and information material produced by the programmes and assuring the proper visibility of the donor.
  • Collecting success stories and sharing in the broadcasting and social media tools adopted by the different programmes.
  • Follow up the relevant procurement processes assuring timely execution.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in communication, social science, journalism, political science or a related field
  • Three years of relevant experience (Category C) in communication, web publishing and/or social media networks
  • Working knowledge (Level C) of English and limited knowledge (Level B) of Spanish

Technical/Functional Skills

  • Knowledge of Portuguese is considered an asset.
  • Work experience in more than one location or area of work, particularly in field positions is desirable.
  • Ability to translate complex and technical communications to a wide and varied audience, in a simple and concise manner, cooperate with officials in national governments, intergovernmental organizations facilitating the buy-in for complex schemes/ systems involving relevant stakeholders.
  • Understanding of FAO policies and programmes is considered a strong asset.
  • Extent and relevance of experience in the field of web publishing and social media networks as well as in editing communication, promotional or technical materials, working with government institutions at different level.
  • Knowledge of Portuguese is considered un asset.
  • Extent and relevance of experience in working with government institutions at different levels.
