Department

Office of General Counsel (GC) – The Office of General Counsel and Chief Ethics and Compliance Officer is responsible for all aspects of Pact’s legal affairs, ensuring the appropriate protection of Pact’s legal rights and mitigation of its legal risks. The department conducts all internal investigations and oversees Pact’s compliance with all laws, regulation, and donor policy through a global compliance program.

Position Overview

The Internal Investigations and Audit Officer will have a dual role and report to both the Office of Ethics & Compliance and Internal Audit. Both groups are within the Legal Department. As part of the Office of Ethics and Compliance, the Officer will conduct internal investigations, including witness interviews, document evidence, prepare summary reports, recommend corrective actions and coordinate on joint investigations with Human Resources and Finance.

As part of Internal Audit, the Officer will work with a small group of internal auditors executing internal audits within established organization process controls. The Officer will develop formal written reports to communicate audit results to management and regulatory agencies, if applicable, and makes recommendations as appropriate. The Officer may facilitate work of external auditors during on-site visits.

Key Responsibilities

  • Review allegations of misconduct and other violations of policy, donor rules or law and devise an investigation plan to be reviewed by the Chief Ethics and Compliance Officer.
  • Conduct confidential investigations of Pact staff and third parties related to Pact activities, including, but not limited to, (1) arranging, conducting and recoding witness interviews, (2) reviewing evidence and documentation, (3) conducting analysis of financial systems, internal controls, and relevant regulatory and donor rules.
  • Drafts timely investigation reports with corroborating evidence.
  • Makes recommendations on corrective actions and assist with relevant follow-up.
  • Reports lessons learned for incorporation in training and awareness programs.
  • Performs financial, grant management, operational, and compliance audits in accordance with the organization’s internal audit
  • Performs audit planning tasks including pre-audit information gathering and data analysis to develop risk-based audit scope and performs interviews and testing procedures and documents results per prescribed audit program and maintains audit data in the database.
  • Ensures internal control activities are in compliance with guidance provided by the Country Office and Headquarters.
  • Reviews and tests procedures and systems of internal controls at Pact and sub recipient organizations to ensure they are functioning as planned and in accordance with sound managerial principles.
  • Facilitates and monitors the implementation of corrective plans to aid country offices in improving compliance with procedures and processes.
  • Provides guidance to internal stakeholders regarding best internal control practices that minimize risk to the organization; works cooperatively with staff at HQ and in the Country Office to explain and improve processes and enhance internal controls and compliance.
  • Maintains and monitors Pact’s internal audit database.
  • Documents processes for improving internal controls, operating efficiency, and the adequacy of records and Provides recommendations to management.
  • Prepare written reports of internal audit findings by including specific recommendations for corrective action, where appropriate to relevant management based on the results of regularly scheduled audits, non-scheduled audits, and at any time when issues need to be addressed by

  • Conducts internal investigations of irregularities, as assigned.
  • Applies detailed knowledge of applicable statutes, regulations, donor requirements, organization policies and practices.

  • Clearly and concisely communicates (oral and written) audit findings and recommendations to the stakeholders.

Basic Requirements

  • Master’s degree with five (5) years work experience or bachelor’s degree with at least seven (7+) years work experience.
  • Bachelor’s or Master’s degree in Accounting, Finance or Business Administration.
  • Fully experienced in conducting internal investigations and audit, including strong interviewing skills.
  • Strong experience in fraud detection and anti-fraud training.
  • Experience in investigating fraud in USG contract activities.
  • Fully experienced in using general principles and process involved in conducting an internal audit.
  • Able to apply advanced analytical skills in MS Excel and other applications to identify potential issues and trends.
  • Experienced with automated financial reporting and Enterprise Resource Planning systems and applications (Serenic Navigator, Adaptive Insights, etc.), government accounting practices, Cost Accounting Standards (CAS), Uniform Guidance (2 CFR 200), and Federal Acquisition Regulations (FAR) systems.
  • Strong familiarity with USG regulatory agencies and reporting requirements.
  • Proficiency in spreadsheet software required.
  • Must have excellent analytical and organizational skills, with attention to detail.
  • Must be able to read, write and speak fluent English.
  • Ability to travel 35%

Preferred Qualifications

  • Advanced Degree or Certified Public Accountant (CPA), Certified Internal Auditor (CIA), and/or Certified Fraud Examiner (CFE) preferred.
  • Experience working in a non-governmental organization (NGO) preferred.
  • Experience working with a global, international organization preferred.
  • Preferably can speak, read, and write Spanish, French.
