NORCAP is looking for experts to join its CashCap specialized project. This is the right opportunity for you if:

The purpose of this role is to support the Health Cluster and partners in identifying appropriate options for cash and vouchers for health programming to address financial barriers in accessing essential services and/or medicines within the Ukraine humanitarian health response and provide operational support as needed for its planning and implementation based on international evidence and national and local context. The position comprises three main responsibilities:

  1. Strengthen the generation of evidence base for CVA for health in the Ukraine humanitarian health response, complementing supply side health financing by MoH.
  2. Based on international evidence and national/local legal and regulatory environment, develop policy options and/or adapt guidance and tools for CVA for health within the Ukraine humanitarian health response including a contextually adapted monitoring framework, in close collaboration with WHO health financing team, the Cash Working Groups and other key national stakeholders.
  3. Improve capacity for quality CVA programming of Health Cluster partners through the provision of individual support to ensure alignment with the principles of the Ukraine Health Cluster CVA guidance as well as in line with global standards.

The candidate selected for the assignment in Ukraine will be deployed through the Standby Partnership mechanism, on a NORCAP employment contract and will be hosted by WHO.

RESPONSIBILITIES

Job description – Generic

CashCap is seeking to expand its programme capacity to be able to respond to steadily growing demand from partner organisations. Deployment requests will usually vary across these areas: technical support and capacity building across a number of cash and market-based programming areas, advocacy and coordination. Experts can be deployed nationally, regionally or at global level to support a specific sector or a collaborative initiative.

Roles and responsibilities when on deployment can include any and all of the following:

  • Provide technical or coordination guidance and support to local and international humanitarian partners and national authorities on cash and markets-related issues and activities to ensure programme quality, adherence to agreed standards, national policies, best practices and impact soundness in their implementation.
  • Build strategic alliances with other key actors internally and externally to advocate for cash and markets-based programming and ensure continuity of advocacy efforts.
  • Engage actively in multi-sectorial responses and facilitate capacity building of implementing partners and national authorities.
  • Develop and/or deliver training modules, information, education and communication materials specific to the context and culture as required, and conduct training as required.
  • Contribute to the development of policies and technical guidelines, advise and support project planning, design and implementation, considering local context, and available technologies.
  • Ensure monitoring mechanisms are in place and ensure data collection and reporting are carried out systematically.
  • Include considerations of long-term sustainable solutions in all phases of planning and implementation.

Skills and Capabilities

Candidates will be assessed according to the CashCap Programme Capability framework based on core CVA technical experience, interpersonal skills and personal qualities

QUALIFICATIONS

Qualifications/Education level/Language level

  • Minimum 7 years of professional humanitarian experience
  • Working knowledge of English; proficiency in other languages is an advantage (please indicate all languages you have a working level proficiency in)

Proven CVA technical experience in

  • Strategic planning and decision-making
  • Programme design & quality
  • Operational delivery
  • Capacity development, including training and facilitation techniques

Interpersonal skills

  • Proven experience in developing and maintaining collaborative relationships with a diverse range of stakeholders, influencing and advocacy
  • Demonstrates effective communication and interpersonal skills, including representation, reporting, and information dissemination

Personal qualities:

  • Ability to work in stressful situations and contexts
  • Creative and analytical thinker

Highly Desirable:

  • Demonstrable experience of working with the Red Cross/Red Crescent Societies
  • Operational experience with or academic background in one of these areas: adaptive social protection and integration points with humanitarian CVA; DRR/cash preparedness; digital payments/data interoperability
  • Fluency or working knowledge of Ukrainian is highly desirable

In addition to the generic CashCap expert qualifications above, for this role specifically, we are looking for

  • An advanced university degree (Master’s level or above) in Medicine, Public Health, or a health-related field (including nursing, paramedic, pharmacy)
  • Minimum of 3-4 years of relevant experience working in medical programs preferably in humanitarian settings including cash and voucher assistance for health
  • Technical: Understanding of Health Programming and quality of care standards, analysis of public health data/Assessment tools development, expert-level knowledge of Microsoft Excel
