Organizational Setting and Work Relationships

The Integration Officer is normally part of the Protection Team, supervises some support staff and works under the direct supervision of a more senior Protection or Integration Officer. The incumbent coordinates the implementation of integration strategy of refugees and establishes/operates a resettlement programs within the area of Responsibility (AoR). The Integration Officer will undertake research and provide policy and technical advice, guidance and training on local integration in the given country context(s), including on methodologies for evaluating integration policies and programs. S/he will further promote the establishment and implementation of resettlement programs through capacity building activities, provision of policy and technical support on the selection, reception and integration of resettled refugees and through liaison with relevant stakeholders. The job requires direct contact with the target population in assessing needs and evaluating statutory and other responses while taking into account aspects of age, gender and diversity. It also requires the establishment of partnerships and coordination mechanisms at working/strategic level with government(s) and NGOs, UNHCR offices, international organisations, embassies of resettlement countries and other relevant actors within the AoR. The incumbent must reflect an applied understanding of local integration, including evaluation methodologies, in the given countries’ context as well as of the different aspects of resettlement including the reception and integration of resettled refugees.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties

– Provide support to counterparts through research, policy and technical advice and capacity building activities on resettlement and local integration. – Provide technical guidance and advice and coordinate the activities of staff supervised in line with the integration strategy in place. – Undertake outreach and advocate for the establishment of multi-agency platforms and partnerships bringing together relevant government bodies, NGOs, authorities and the private sector within the AoR in developing targeted joint actions on inter alia refugee self-reliance, community-based development, housing, education and language learning. – Review and analyse national and multi-annual programs under the Asylum, Migration and Integration Fund and make recommendations for the implementation of activities that address identified service gaps and promote the establishment and effective implementation of resettlement and integration programs. – Apply an AGDM approach to all the functions of the post and organize and participate in regular participatory assessments with persons of concern. – Provide technical guidance, coordinate the organization of thematic meetings and capacity building activities and assist with sourcing external expertise/inter-disciplinary input required for project design, reviews and evaluation exercises on integration. – Proactively seek new opportunities for partnership development and resource mobilization among NGOs, the private sector and non-traditional donors within the AoR. – Review and provide technical guidance on project proposals submitted by Implementing Partners (IPs) and guide/monitor and evaluate integration activities for refugees with a particular focus on self-reliance and empowerment. – Develop a data management system to systematically map, collect and share information about the location, profile and situation of refugees within UNHCR and with relevant stakeholders in order to inform programmatic responses and facilitate evidence-based advocacy. – Coordinate integrated approaches to ensure consistency between government and NGO interventions on the reception of asylum seekers and integration of refugees as well as on the integration of resettled and spontaneously arriving refugees. – Promote consistency of approach between policy and program development on the integration of third country nationals and that of refugees. – Perform other related duties as required.

Minimum Qualifications

Education & Professional Work Experience Years of Experience / Degree Level For P3/NOC – 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree

Relevant Job Experience

Essential – Minimum 4 years of previous relevant professional working experience in an international setting; – Experience in policy and program development and advocacy on local integration in the given country contexts. – Experience in planning for the establishment of resettlement programs including the reception and integration of resettled refugees. – Excellent communication and policy drafting skills

Desirable – Experience in evaluation, evaluation methodologies and in designing and conducting social research. – Experience in designing and delivering training. – Experience in resettlement processing
