IRC BACKGROUND: Founded in 1933, the IRC is a leading nonsectarian, voluntary organization providing relief, protection and resettlement services for refugees and victims of oppression or violent conflict. One aspect of the IRC is to provide assistance to refugees resettling in the United States. The IRC opened a Denver office in 2016 to provide reception and placement services to approximately 200-250 newly arrived refugees per year, with growth expected in the coming years. IRC in Denver provides a holistic set of wraparound program services to assist refugees, asylees, victims of trafficking, survivors of torture, asylum seekers, and other immigrant populations in stabilizing and integrating as they rebuild their lives in Colorado. Most services are available for at least five years following arrival to the U.S. or gaining status that confers eligibility for services. The IRC in Denver’s service approach is client-centered, empowerment-focused, trauma-informed, and multigenerational.

JOB OVERVIEW: The Integration Casework Supervisor is responsible for supervising the day-to-day activities of service delivery for the Reach Program within the IRC in Denver’s Resettlement and Integration department, under contract with the Colorado Refugee Services Program (CRSP). The Integration Casework Supervisor oversees and guides a team of caseworkers and occasional casework assistants, as well as interns, volunteers and community groups that collaborate to deliver services that support clients in their extended service period as they pursue economic self-reliance and work toward longer-term integration. In addition to taking the lead on Reach, they work collaboratively with the Resettlement Casework Supervisor to ensure seamless coordination of services in the Reception & Placement (R&P), Matching Grant (MG) and Reach programs. Working within the Casework team, across the IRC in Denver’s multidisciplinary teams, and in tandem with community partners, the Integration Casework Supervisor plays an integral role in fostering the best possible resettlement and integration experiences for clients, using a strengths-based coaching approach that leverages client assets to promote their ability to move toward the future they envision for themselves and their families.

MAJOR RESPONSIBILITIES: The Integration Casework Supervisor assures that services are delivered in an equitable, timely, professional and efficient manner in accordance with IRC quality standards, IRC policies and procedures, local and state regulations, established federal guidelines and donor requirements.Responsibilities include, but are not limited to:

Staff Management

  • Oversee daily provision of casework duties, delegate work assignments, provide coaching and actively participate in hands-on delivery of client services as necessary.
  • Integrate tools and strategies, including coaching, that have been shown effective in helping clients gain a sense of ownership and agency in their efforts to move forward toward their goals.
  • Provide training, ongoing coaching and mentoring, and regular staff check-ins for direct reports.
  • Manage the annual goal-setting and performance management cycle for direct reports, escalating issues that require additional attention as needed.
  • Co-lead and co-facilitate team meetings and staff trainings.

Compliance Documentation

  • Implement and manage processes and procedures to ensure compliance with all program requirements; coordinate preparation for audits of casework services as needed.
  • Conduct regular monitoring and quality assurance to ensure accurate and timely service documentation, data reporting, and data integrity at the individual and team levels.
  • Perform administrative tasks including supporting completion of Wellbeing Inventories and Plans, managing service reporting and other documentation in the Geneva database, reconciling client financial ledgers, managing ORR-5 reporting to CRSP, and similar items.
  • Conduct regular review of physical and electronic casefiles for quality assurance purposes.
  • Review direct assistance and budget versus actual reports to assess progress toward targets and scan for any anomalies that need additional attention. Collaborate with the finance department and others as needed to address and resolve any related concerns in a timely manner.
  • Assure compliance with the R&P Cooperative Agreement, MG Program Guidelines, the state-funded Reach program and the requirements of other federal, state and private agreements.
  • Work in partnership with the Resettlement Casework Supervisor to manage the annual training plan for the Casework team, facilitate cross-training and ensure compliance across all programs.
  • Identify needs for additional training or process improvement and contribute to solutions.

Client Services

  • Ensure that all case management services are delivered per program requirements, including but not limited to eligibility verification, intake, service planning, budgeting, housing, basic needs assistance, community orientation, connection to community services and resources, referrals, and extended case management to support long-term integration.
  • Regularly assess and monitor client progress toward goals, collaborating with clients, staff, and community partners to adapt service plans and goals as needed.
  • Meet with clients as need to help formulate strategies to overcome barriers to self-sufficiency and address compliance issues pertaining to client roles and responsibilities.
  • Identify and pursue opportunities to build social capital for clients.
  • Proactively troubleshoot client issues, including those raised through the grievance process.

Team/Office Participation

  • Participate in all program meetings, staff development activities, and other duties as assigned.
  • Work as part of a team to provide comprehensive strength-based services to IRC clients through coordination of cases and effective communication between team members and departments.
  • Attend meetings with the Colorado Refugee Services Program (CRSP) and other state and local partners as requested, and complete required training including Reach Coaching and CFSA 2.0.
  • Comply with all policies, procedures and protocols of the agency.

Position directly supervises: Team of 4-6 Caseworkers, occasional Casework Assistants, as well as assigned interns and volunteers

JOB REQUIREMENTS

  • An undergraduate degree in Social Work, Human Services or a related field of study; equivalent number of years of relevant lived and/or work experience may be substituted.
  • Three or more years of related professional experience, preferably in non-profit social services, humanitarian relief, or public service, with one or more years of supervisory experience.
  • Demonstrated success achieving goals and communicating cross-culturally.
  • Full proficiency in Microsoft Office applications, and comfort working in relational databases.
  • Fluent in English, both spoken and written; bilingual ability in one or more languages of the local client base is strongly preferred (Arabic, Russian, Dari/Farsi, Pashto, Burmese, Karen, Spanish, French, Kiswahili, Sango, Kinyarwanda, Nepali, or Tigrinya).
  • Valid driver’s license required, with access to a reliable vehicle and current insurance.

WORKING ENVIRONMENT

  • A combination of remote home-based work, standard office environment and ‘field’ time in and around the service delivery area to perform the above outlined responsibilities.
  • Occasional weekend and/or evening work.
  • Use of a reliable personal vehicle required with valid driver’s license and current insurance.
