  1. JOB PURPOSE

The position contributes to upholding Sexual Reproductive Health and Rights (SRHR) of all people, particularly the poor and vulnerable in the Americas and the Caribbean Region by ensuring access to quality integrated delivery of services and driving initiatives aimed at strengthening Member Associations’ performance and their contribution to health systems strengthening in their countries. The job holder provides medical leadership ensuring that a strategic, integrated approach to clinical governance, health systems strengthening, and sexual and reproductive health service delivery maximises success in achieving the outcomes and deliverables of the IPPF Strategic Framework and business plans in the Americas and the Caribbean. The role provides strategic advice and direction to programmes and service delivery, including global restricted funded projects and contributes to the generation, utilization of evidence and learning on SRHR. The role, in collaboration with others, identifies ways to incubate and advance existing technical capabilities within the Federation.

  1. KEY TASKS

· Design and Lead clinical governance efforts contributing to technical excellence and quality of care in the provision of SRH services across implementing MAs in the region. · Provide expert clinical and technical guidance for the implementation of specific SRH programmes including restricted funded initiatives focusing on the delivery of integrated SRH; ensuring effective design, Member Association quality assurance monitoring, technical support, training of providers and reporting.

· To contribute to IPPF’s evolving agenda on Quality Integrated Service Delivery and Health System Strengthening and implement the same in the Region.

· Lead and provide guidance on issues related to expanding access to SRH commodities and pharmacovigilance; including contributing to the IPPF medical abortion commodities database, registration and roll out of new products, and working with the Supply Chain Management Team in Central Office on quality assurance in procurement.

· Provide strategic leadership to shape and advance SRH and rights including innovative service delivery strategies and self-care in the region identifying new funding opportunities and provide technical input into bid proposals as necessary.

· Provide strategic input in the preparation of project reports and other deliverables (including but not limited to annual work plans and budgets, APBs, semi-annual and annual reports, financial reports, etc.).

· Keep abreast of cutting-edge technical and clinical guidelines on SRHR and share findings with Member Associations and advocacy colleagues to ensure continuous quality improvement.

· Provide technical inputs to statements and reviews, UN resolutions, etc. suitable for a wide range of audiences including MAs, technical staff, donors, media and others in coordination with advocacy ACRO and Federation-wide colleagues.

· Map and ensure effective knowledge sharing and learning within IPPF; and that best practice is shared across the Secretariat and with MAs to inform systems, processes, programming and practice.

· To plan, implement and monitor performance of the Integrated Service Delivery and Health System Strengthening programmes and projects, which includes:

a) Developing and disseminating guidelines, policies, standards and technical tools to contribute to the access to quality integrated sexual and reproductive health services and improve Quality of Care (QoC) across a majority of service delivery points, with particular emphasis on serving the most marginalised and young populations.

b) Operationalize IPPF’s Integrated Package of Essential Services (IPES) in the region and support MAs in its implementation.

c) Train staff members and service providers in various guidelines, policies, standards and technical tools to contribute to universal access to quality integrated services.

d) Develop and implement efficient Supply Chain Management systems and processes to ensure availability of sexual and reproductive supplies, in coordination with the Central Office, MAs, and external agents in the countries in ACRO.

e) Support in Advocacy efforts related to integrated service delivery and health system strengthening, in the region and with the MAs to expand provision of quality health services in the region.

f) Developing concept notes and proposals for securing funding for work on issues related to Integrated SRH services and Health System Strengthening.

· To review, coordinate and support implementation of MAs’ Integrated Service Delivery and Health System Strengthening programmes/ projects, through:

a) Review of the Annual Programme Budgets of the MAs.

b) Review of the half-yearly and annual reports of MAs.

c) Review of restricted project reports, related to Integrated Service Delivery and Health System Strengthening.

d) Provision of technical guidance and support to MAs, as and where required.

e) Development of programme strategies and policies to improve access to information and quality services for the poor and marginalized, supported by effective SCM systems/ processes.

f) Ensuring that MAs’ services adhere to IPPF’s values and quality of care standards.

g) To drive capacity building of MAs, partners and ACRO staff on Integrated Service Delivery, QoC and Supply Chain Management in the ACR. To also build capacity of youth volunteers in the Region to contribute meaningfully towards programme implementation, monitoring, evaluation and governance.

· Contribute to technical data analysis and documentation including research & evidence generation ensuring dissemination of projects/programmes results internally and externally via a variety of channels including peer journals, best practice forums, meetings, and websites.

· Manage IPPF’s relationship with key external technical partners including PAHO, donor agencies, and represent IPPF at relevant global meetings, conferences, working groups and with external partners as required.

· Fully integrate a gender equality -including Sexual Orientation and gender identity-, racial and ethnicity diversity approach in all IPPF ACRO activities.

· Empower and develop staff contributing to a working culture of equality, diversity, trust and excellence.

· Embrace safeguarding and other internal policies and is compliant with their implementation.

· To uphold the values, ethics and culture of IPPF and be an ambassador of the organization.

  1. RESPONSIBILITIES

Advises the Director Programmes and Development, ACRO SMT, External relations colleagues, IPPF Secretariat Programmes, services and Advocacy colleagues on trends, opportunities and strategies related to all clinical and programme related issues on sexual and reproductive health.

PERSON SPECIFICATION

  1. EDUCATION & WORK EXPERIENCE

Post graduate degree in public health and health related qualification. Clinical/medical training is required.

  1. PROVEN ABILITY

· Minimum 7 years’ experience in the areas of designing, managing, implementing, and monitoring of Service Delivery programmes with specific focus on contraception, safe abortion, HIV or other SRH related areas. Includes consistent application in comprehensive programme management.

· Clinical experience at the community level is a distinct advantage

· Thematic expertise in at least one of the following subjects: contraception, adolescent health, safe abortion, comprehensive sexuality education and/or gender based-violence.

· Previous work with at least one of the following groups is an asset: adolescents, indigenous groups, afro-descendants, migrants, sex workers, transgender people and LGBIQ+, people living with disabilities and/or people living in poverty.

· Excellent understanding of technical and political issues related to SRH, implementing Quality of Care programmes and supply chain management in resource limited settings, and training health providers.

· Significant demonstrated political leadership and technical expertise in areas of sexual and reproductive health as it relates to programme design, strategies, and analysis of needs and gaps.

· Experience working with service providers and clinical facilities on provision of SRH services including safe abortion and / or contraceptive services.

· Experience of providing training and technical support to clinic staff and service providers, ranging from doctors to community health agents.

· Experience of managing a multi country project desirable.

· Experience on gender and women’s issues.

· Proven experience of conducting or supervising quantitative and/or qualitative research on health.

· Understanding of political, cultural and socio-economic dynamics across the Americas and the Caribbean and knowledge of its significance in the international context.

· Understanding of SRHR and gender equality in the region and engagement in political processes with Governments, donors, civil society and the private sector, often against strong opposition and eager to call Member organisations to publicly represent IPPF.

· Proven experience of building sustainable multi-sectoral partnerships in the international development sector in the Americas and the Caribbean.

· Good understanding of the challenges and capacity strengthening needs of national organisations working in service provision, national advocacy and communications.

· Good people manager able to inspire, empower and develop teams located remotely able to persuade without direct reporting.

· Sound knowledge of strategy implementation management including planning, financial principles including budget tracking and management of annual budgets.

· Experience of coalition building is desirable

· Resource mobilisation experience is highly valued.
