What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

Working collaboratively with internal and external stakeholders, the Intake and Assessment Officer is responsible for conducting reviews of and the collection of additional preliminary data for complaints/allegations received by the Investigation Unit (IU) in order to recommend a case category for these complaints/allegations and the required followed in accordance with the ICRC Code of Conduct Operational Guidelines.

Main duties and responsibilities

Under The Guidance Of The Head Of Investigations And In Close Coordination With The Case Manager, The Intake And Assessment Officer

  • Reviews and assesses complaints and allegations (herein preliminary assessments), formulate investigation plans, review and analyses all information to determine its relevance and reliability (as required), prepare, plan and conduct interviews of staff and other involved parties, obtain and analyse potential documentary and electronic evidence, conduct investigative research, and determine the appropriate presentation of preliminary assessments / investigative results;
  • Carries out HQ and field based preliminary assessments, and where necessary investigations into allegations of violations of policies, procedures, standards, guidelines, and applicable rules and regulation;
  • Obtains and reviews relevant documentation; supports and conducts interviews and takes statements; gathers and analyses the electronic evidence obtained during the inquiry;
  • Determines whether matters involve potential fraud, corruption or other illegal or criminal conduct warranting referral to national authorities prior to an ERCO investigation;
  • Identifies reported allegations that require fast track triage;
  • Oversees, reviews and supports the drafting of concise Closure Notes, referral communications and conducts post-investigation tasks and follow-ups as necessary;
  • Works collaboratively and in coordination with colleagues to achieve organizational goals, in accordance with ICRC Code of Conduct Framework and Guidelines and in compliance with other Organizational principles and regulations;
  • As instructed by the Head of Investigations and the Investigation Analyst/Quality Assurance, prepares cases for submission to the internal justice system and/or referral to relevant internal or external stakeholders and supports the case manager in the triage process;
  • Develops proposals for the enhancement and digitization of the investigations unit intake and assessment matrix / processes;
  • Performs other duties to support the operational function of the Investigation Unit as determinted by the Head of Investigations.

Relationships

Internally, interacts with the reporter or subject of a complaint/allegation and cases investigated as well as other staff involved in or impacted by the complaint/allegation reported, including senior management in delegations and métiers at headquarters.

Externally interacts with relevant institutions participating in the investigation and third parties (suppliers, etc.) impacted by the allegations/complaints reported and cases investigated, including IFRC, UN agencies and other international agencies’s compliance functions.

Education required

  • University degree in law, Human resources or other relevant subject and/or professional certifications in recognized institutions, e.g. Association of Certified Fraud Examiners (ACFE).
  • Excellent spoken English and French
  • Computer proficiency. Mastery of software applications used in administrative investigations desirable

Experience Required

  • Typically between 8-12 years experience
  • At least 2 years of experience in the field of investigations and application of internal justice mechanisms / code of conduct in an international environment.
  • Experience with investigatory procedures and practices, including conducting investigations, preferably in the public sector administrative context and working knowledge of Disciplinary/Administrative Tribunal jurisprudence and legal, procedural and evidentiary standards.
