  1. Introduction

ActionAid is a global justice Federation working to achieve social justice, gender equality, and poverty eradication with headquarters in Johannesburg, South Africa, ActionAid is working all around the world with country programs, affiliates, and regional offices, Today, ActionAid is present in 48 countries.

ActionAid has been present in the Arab Region since the mid-2000s in Jordan, Syria, Lebanon, and Tunisia.

AAAR work is mainly focusing on the following programme priorities:

  • Women’s Rights, building feminist leadership to prevent and respond to violence against women and girls.
  • Youth and Community-led humanitarian action, Strengthening preparedness and crisis response through women and youth leadership.
  • Fostering civic and political engagement and increasing the employability of young people, fostering young people’s agency to influence decision-makers and create opportunities.
  • Climate Justice, raising awareness on climate change, fostering youth participation in climate action.

2. Background Information on The Intervention

The ActionAid Arab region has initiated a new project “Journey for the creation of a Women-Friendly Label to prevent Violence Against Women and Girls and promote Women’s Economic Rights in Jordan”. The project aims to better understand the intersectionality of Violence Against Women and Girls (VAWG) and women’s economic rights (WER) and ensure that policies align with and support the personal experiences of women, with the key partners Al-Hayat Center RASED and Maal center.

The project involves the creation of a Women Friendly Label that will recognize and promote businesses that uphold women’s rights and prevent violence against women and girls. This process will be community-based and take a gender-transformative approach, through the creation of a Women Core Group composed of Jordanian women from diverse backgrounds, who will be supported by experts to create, develop and systemize the Women-Friendly Label, in addition to producing a woman-friendly label that comprises a set of requirements and assures a safe environment for women.

Furthermore, AAAR and its partner will work closely with 12 SMEs and 10 CSOs to co-develop and test the Women Friendly Label and in a second stage. At the end of the pilot, AAAR and its local will have 12 SMEs and 10 CSOs that adopt the Women-Friendly Label.

In parallel, in purpose to attract the SMEs and CSOs to strengthen their accountability to be eligible for the Women Friendly Label, AAAR will build their capacities in accountability. First, AAAR will conduct Strategic Humanitarian Assessment and Participatory Empowerment (SHAPE) Assessment and develop a tailored development plan according to the results of the assessment. Furthermore, AAAR and will support the SMEs and CSOs to enhance their internal processes and framework to be aligned with the Women Friendly Label through training, awareness raising, and conduct the coaching program based on the result of SHAPE framework.

The SHAPE framework is a humanitarian capacity self-assessment process with an overall aim to shift the power within the humanitarian system and facilitate the implementation of the localization agenda. Through the delivery of the SHAPE framework, we envisage working toward local actors taking their rightful place alongside international actors in order to create a humanitarian system that is more responsive and accountable to disaster-affected communities.

The capacity self-assessment aims to help organizations to:

  • Identify competencies required to deliver a powerful humanitarian response.
  • Understand their strengths and weaknesses in relation to the key components of humanitarian program management, and ability to influence design and delivery of humanitarian response.
  • foster ownership and commitment to improving humanitarian capacity.
  • Prioritize areas for capacity strengthening support.
  • Review the progress of humanitarian capacity strengthening initiatives.

Local stakeholders will analyze their capacity using 3 indicators: (1) Organizational foundations – core features that underpin a successful humanitarian response; (2) Humanitarian capacities – the range of abilities needed to respond to humanitarian crises; (3) Power – capacities to control and influence. The self-assessment phase of the implementation of the SHAPE framework takes place during a three-day workshop process.

The main objective of the guided-self assessment is to enhance organizational capacities related to both organizational results and process through self-learning and reflection, for organization to be able to stimulate citizen-driven change and deepen organizational impact.

3. Methodology And Scope of work.

ActionAid Arab Region (AAAR) is seeking an Institutionalization Capacity Assessment Specialist to guarantee the quality and accountability of the “Women Friendly Label” project in the ActionAid Arab Region. The specialist will be responsible for analysing the results of the SHAPE framework and crafting improvement plans for 12 SMEs and 10 CSOs involved in the project.

Mainly the Institutionalization capacity assessment specialist’s responsibilities include the:

1. SHAPE Framework Analysis:

  • Conduct a detailed analysis of the SHAPE (Sustainability, Human Rights, Accountability, Participation, and Empowerment) framework results related to the project.
  • Evaluate the project’s performance against the SHAPE framework criteria.

2. Capacity Assessment:

  • Assess the institutional capacity of the 12 SMEs and 10 CSOs involved in the project.
  • Identify strengths, weaknesses, opportunities, and threats (SWOT analysis) related to institutionalization capacity.

3. Stakeholder Engagement:

  • Engage with key stakeholders, including project partners, SMEs, CSOs, and other relevant entities.
  • Conduct interviews, surveys, and focus group discussions to gather input on institutionalization capacity.

4. Analysis and Reporting:

  • Analyze the findings from the capacity assessment and SHAPE framework analysis.
  • Prepare a comprehensive report highlighting strengths, weaknesses, opportunities, and threats in the context of institutionalization capacity.

5. Development of Improvement Plan:

  • Collaborate with project stakeholders to develop a detailed improvement plan based on the assessment results.
  • Prioritize actionable steps to enhance institutionalization capacity for both SMEs and CSOs.

3.1 Deliverables:

The Institutionalization Capacity Assessment Specialist is expected to produce several key deliverables throughout the course of their work. These deliverables help communicate the progress, findings, and recommendations to stakeholders. Here is a list of potential deliverables:

1. Inception Report:

  • Outline the approach, methodologies, and tools that will be used for the capacity assessment.
  • Provide a timeline for the assessment process.

2. SHAPE Framework Analysis Report:

  • Present a detailed analysis of the project’s performance against the SHAPE framework criteria.
  • Highlight areas of strength and areas that need improvement.

3. Institutional Capacity Assessment Reports:

  • Individual reports for each of the 12 SMEs and 10 CSOs, summarizing their institutional capacity assessment.

4. Overall Capacity Assessment Report:

  • findings report from individual assessments into an overarching report.
  • Provide a comprehensive analysis of the institutionalization capacity of SMEs and CSOs collectively.

5. Improvement Plan:

  • Develop a detailed improvement plan based on the assessment results for 12 SMEs and 10 CSOs.
  • Prioritize actions, set timelines, and allocate responsibilities for each identified improvement area.

6. Final Report:

  • Summarize the overall improvement plan on the institutionalization capacity of SMEs and CSOs.

4.Budget

The total estimate for the required tasks is 5000 GBP (including taxes and any other applicable taxes), itemized as follows:

Item: Upon signing the contract and submission of the draft inception report based on the SHAPE assessment analysis.

Percentage: 30%

GBP: 1500

Item: Upon submission and approval of the final report.

Percentage: 70%

GBP: 3500

TOTAL (including tax): 5000 GBP

5. SUBMISSION OF TECHNICAL PROPOSALS.

5.1 Qualifications.

  • Sound knowledge of international standards on human rights, gender, and women’s rights including international women’s human rights conventions
  • Strong knowledge and experience in private sector internal systems.
  • Strong dialogue and communication skills.
  • Proven analytical and writing skills.
  • Strong verbal, writing, reporting, and organizational skills with a keen eye for detail.
  • Proven experience with qualitative and quantitative data analysis.
