Role purpose:

ShelterBox is searching for an experienced humanitarian professional with previous management experience in consortium building and proposal development to join our agile and effective International Programmes Department. This is a transformational and impactful role.

Reporting to the Head of Programme Funding, the Institutional Funding Partnerships Managerwill play a lead role in strengthening ShelterBox’s approaches to funding partnerships. They will work across departments to establish systems and approaches for identifying, pursuing and maintaining effective consortium partnerships for our institutional funding applications.

The Institutional Funding Partnerships Manager will map out and identify new funding partnership opportunities and build a strategic framework that will preposition ShelterBox Trust (SBT) in a strong position to successfully secure institutional funding. The role will also support the Head of Programme Funding in developing and rolling out of systems, processes, and tool for efficient and effective institutional funding partnership management and will be working across departments (Programme Delivery, Emergency Response, Finance, Programme Funding, and Programme Quality) to continuously improve systems and processes for our funding partnership.

The Institutional Funding Partnership Manager will engage externally, particularly in coordinating our funding partnership work with other INGOs, representing the organisation in consortium partnership discussions, and in helping to identify and pursue competitive consortia opportunities.

Who are we looking for?

ShelterBox is seeking an experienced, delivery focused, practical, motivated, and proactive individual with a strong understanding of institutional funding partnerships and consortia ways of working. The role requires an ability to build very strong relationships, negotiate and influence potential consortium partners externally in order to strengthen our ability to win institutional funding by tying into competitive consortiums. You will need to be comfortable supporting, and sometimes leading the development and rollout of systems, processes and tools required for building successful funding partnerships, rather than working within a mature existing framework.

Duties will include but not be limited to:

Funding Partnership Strategy:

  • Support Head of Programme Funding in providing leadership to develop and grow new strategic institutional funding partnerships function for SBT and its affiliates
  • Lead, develop, and implement an institutional funding partnership sub strategy under the Programme Funding strategy with the aim of increasing funding from SBT’s priority institutional donors
  • Develop systematic approaches to selecting funding partners / primes, and in identifying and pursuing strategic partnerships including but not limited to capacity statements, value add documents, presentations, landscape mapping documents etc.
  • Lead partner mapping exercise for SBT to identify key prime / sub partners that SBT should establish relationships with
  • Ensure SBT is well positioned as a ‘go to’ agency for emergency and protracted shelter programming within focal institutional donors and consortium partners
  • Support the Head of Programme Funding in strategy level engagement with potential consortium partners

Funding Partnership Identification and Management:

  • Scope and identify new partnership opportunities with potential funding partners, including proactive generation of opportunities
  • Lead and support SBT’s positioning on identified opportunities from our priority institutional donors, appropriately carrying out partnership analysis and competitive landscape mapping for each funding opportunity
  • Provide SBT staff / programmes with up-to-date intelligence on potential key prime partners, their competitiveness and requirements on contractual terms and conditions.
  • Enable effective formation of strong consortium around specific funding opportunities prior to bid development
  • Build, maintain, and track global relationships with potential prime partners
  • Build a central database of relevant partners that ShelterBox could quickly reach out to for potential partnerships when donor opportunities are released
  • Act as relationship manager for ShelterBox’s strategic funding partnerships, cultivating positive relationships to meet our goals and ensuring appropriate data capture through our management systems
  • Coordinate HQ-level engagement with existing and potential Tier 1 partners in collaboration with the Senior Programme Funding Manager where appropriate

Systems and Processes:

  • Support the development and rollout of Programme Funding team’s systems, processes, and tools to enhance partner management and compliance e.g.: pre-teaming, teaming and sub-grant agreements, capability statements etc.
  • Lead on development, rollout and implementation of partner due diligence and vetting processes in consultation with finance, legal and other teams at SBT
  • Support the Head of Programme Funding in developing and rolling out organisational wide systems and processes for identifying, negotiating and concluding competitive global consortiums.
  • Consistently review and feedback on the functionality of systems and processes related to partnerships to Head of Programme Funding

Partnership Information Management:

  • Build a central database of relevant partners that ShelterBox could quickly reach out to for potential partnerships when donor opportunities are released
  • Record partnership data on internal tools including all contact information for each prime and sub funding partnerships
  • Produce reports to the IPD SLT on the performance and progress of institutional funding partnerships against agreed targets and objectives.
  • Ensure Programme Portfolio Overview is kept up to date accurately capturing all information about institutional funding partnerships

Proposal Development (at times of limited capacity):

  • Lead on developing high-quality institutional funding proposals for SBT if instructed by Head of Programme Funding
  • Have overall responsibility for developing high-quality funding proposals for allocated funding opportunities
  • Lead and coordinate the funding application processes for any allocated SBT’s under funded projects
  • Work closely with colleagues in the Programmes Delivery, Programme Quality and Finance teams who lead project design and budgeting, to contribute to the assessment, research, and design of any allocated institutional funding concept notes and proposals
  • Work in close collaboration with consortium partners during proposal development and contract negotiation stages

Other responsibilities:

  • Represent SBT externally in donor meetings, networking meetings and other fora as agreed with Head of Programme Funding
  • Be an advocate, representing ShelterBox Trust’s programming expertise and impact externally in order to cumulatively build relationships with primes
  • Contribute to wider organisational initiatives around improving Tier 1 / funding partnership approaches and consortium building
  • Maintain awareness of external best practice on funding partnerships and share widely as appropriate
  • Actively contribute to the development of Institutional Funding Strategy for SBT
  • Any other duties that may be reasonably expected to be delivered as part of this role
