Your Challenge

The Programme Partnership and Grants (2PG) department contributes to War Child’s mission and ambitions set in the Global Strategy, by expanding War Child’s funding and partnership portfolio, providing expert knowledge and strengthening the capacity of the organisation in regard to programme partnerships, fundraising and donor relations, grant management and meeting or exceeding internal & external minimum standards. The 2PG team consists of a range of donor, quality assurance, compliance, partnerships, bid management and proposal development specialists. The 2PG department has 4 teams: Foundations Account Management (FAM); Institutional Account Management (IAM); Quality Assurance (QA) and Partnerships & Programme Development (PPD).

As Institutional Account Manager European Commission and German Government (IAM ECGG) you are responsible for maintaining and strengthening relations with the European Commission, related networks and stakeholders, effective fundraising with and achievement of the funding target for this donor. In addition, you support War Child Germany in developing and executing their institutional fundraising strategy. You are part of the Institutional Account Management (IAM) team and report to the Team Leader IAM, coordinate and collaborate closely with country and regional offices, the 2PG team, Directors of global programmes and other relevant departments in the European countries/offices.

War Child Germany is a small office that is starting up its institutional fundraising. The expectation is that 70% of time is devoted to EC and 30% to German Government account management.

Your responsibilities

  • Contribute to the alignment of strategy and fundraising plans within country offices and consolidation into the overall War Child Institutional Funding Strategy from EC and German Government perspective.
  • Develop and continuously update account and engagement plans.
  • Represent War Child in relevant networks and fora, thereby contributing to the adoption of budgets, policies and system changes necessary to improve the psychosocial wellbeing of children and youth & positioning War Child as an expert networked organization.
  • Lead and coordinate pro-active acquisition by scoping of funding opportunities and sharing of donor intelligence (DG ECHO, INTPA and NEAR), networking/partnership building and strategic engagement and positioning towards EC.
  • Provide expert advice and support internal capacity-building efforts regarding partnerships, business development, proposal development and submission, grant management, reporting and contracts based on EU and German Government rules and regulations.
  • Support country offices and global programmes in strengthening their relationship with relevant in-country donor and partner representatives.
  • Coordinate developing and strengthening a network of contacts with (possible) partners and stakeholders contributing to the roll-out of War Child’s global scaling strategy.
  • Provide (donor compliance) quality and risk assessment advice to Manager 2PG on specific submissions and reports to donors in collaboration with the QA team.
  • Provide vision, strategic advice and operationalization on partnerships and policy-influencing opportunities.
  • Regular communication and coordination with other War Child entities (War Child Germany, War Child Sweden, War Child UK).

Your profile

  • You have an academic background bachelor/master, a background in development/International Cooperation and/or Humanitarian Aid is an advantage.
  • Minimum 5 years work experience in a similar position in an international organisation.
  • Good knowledge of and experience in institutional fundraising for NGOs from institutional donors and especially knowledge on rules and regulations of the European Commission (specifically DG ECHO, DG NEAR & INTPA) and the German Government (specifically GIZ, GFFO, BMZ & KfW).
  • Strong networker: experience in building and maintaining relations with stakeholders in networks, donors, NGO’s and within the EU political climate. Capable of positioning the organisation and yourself in networks to influence policy developments and/or create funding opportunities.
  • Good knowledge regarding current development and trends in the (international) aid sector and ability to operationalize this in strategy and action.
  • Demonstrated experience in building the capacity of others on working with institutional donors, using a range of formal and informal methods.
  • Excellent facilitation and organisational skills.
  • Ability to work under pressure and meet deadlines.
  • Added value if the applicant has field experience working with EU Delegations, national ECHO offices or German Government.
  • Customer oriented, enthusiastic and creative.
  • Cultural and Organisational sensitivity.
  • Result-oriented and determination.
  • Excellent verbal and written communication skills in English and preferably German. French, Arabic and/or Spanish is an advantage.
  • Availability for 40 hours per week.
  • Willing and able to travel to War Child programming areas (based on need) and to travel between Amsterdam, Brussels and Berlin frequently.

Location

  • This role is based in the Netherlands, candidates must be eligible to live and work in the EU.

  • Salary range €3, 362 – €4, 349 gross per month, based on 40 hours per week (the exact step determined by the years of your relevant working experience)
