1. BACKGROUND:

IMPACT – Civil Society Research and Development e.V. , founded in Berlin in 2013, is a non-profit civil society organization with offices in Iraq, Turkey and Syria. Civil society support is the core of IMPACT’s mission through long-term and balanced support to individuals and organizations in the conflict and developed countries. IMPACT main areas of intervention are capacity building, research, peace building and diaspora engagement.

2. PURPOSE OF THE ASSIGNMENT:

The overall objective of the assignment is to build the capacity of staff of IMPACT’s partners in the concept of the infrastructure and WASH field in the organization, The primary purpose is to impart practical knowledge and skills on infrastructure and WASH proposal development, need assessment, preparing BOQs.The trained staff members will further apply their skills in project/program development and implementation in the given dynamic humanitarian context, to come up with quality projects having greater impact in the lives of those we serve.

3. SCOPE OF WORK

The assignment is to impart two months of coaching and training on infrastructure and WASH programs.

3.1. The training is aimed to achieve following objectives:

– Contribute to the development/ revision of best practice guides, manuals and other technical resources to improve the quality of Impact’s partners in WASH, infrastructure and rehabilitation projects.

– Learn how to support the development of guidance and resource materials that aim to improve project delivery.

– Support the development of the projects’ strategy for infrastructure and WASH programming and contribute to conduct a stakeholder analysis and identify potential partnership opportunities, pre-positioning with donors, and developing technically sound proposals.

– Participating in and learning how to implement the required needs assessment, and identifying research and evaluation priorities.

– Supporting the program manager in design of proposals and the development of proper monitoring plans, design and development of large RFAs, RFPs, and other proposals and drafting, reviewing and editing other proposals on an ongoing basis.

– Be the primary provider of technical support and guidance for infrastructure and WASH programming with a particular emphasis on design, implementation, monitoring and resource mobilizations.

– Oversee the implementation of the infrastructure and WASH projects ensuring timeliness and delivery according to the activity plan and results in the framework.

– Lead all relevant activities’ technical revision including engineering applications, technical practices, and implementation tools.

– Lead the preparation of technical field assessments and produce the implementation term of references (TORs) as well as relevant bill of quantities (BOQs) and technical implementation standards (TISs).

– Provide the technical inputs in regard to enhancing the project’s activities quality.

– Ensure the projects adheres to both donor and Impact’s protection approach, to best practices and to all internal policies and procedures.

– Manage and revise project operational plans based on a plan submitted to donors and in accordance with Programme Management Tools.

– Anticipate and mitigate risks and implementation delays and provide ad-hoc support to project implementation through troubleshooting and eliminating blocking points

– To use the training of trainers theory to allow transfer of knowledge from the trained members to the rest of organization staff.

3.2. METHODOLOGY:

3.2.1. Deliver using a blended learning approach and might comprise of presentations, interactive sessions of practical exercise and group works.

3.2.2. Practical sessions using individual or group exercises will be given to participants after each session to make sure that they can apply what they have learnt into practice immediately.

3.2.3. Participatory training methods such as brainstorming, simulation, group discussion and case analysis.

3.3. KEY DELIVERABLES

3.3.1. Following deliverables are expected from the technical advisor regarding training:

3.3.1.1. Will prepare agenda/contents/sessions of the training and submit these at least one week before the start of the training.

3.3.1.2. TA shall conduct pre-test from all participants of the training.

3.3.1.3. TA will also share a complete package of training material that may be provided to the participants.

3.3.1.4. Trainer will facilitate preparation of training follow up and action plan

3.3.1.5. After the completion of the training, the TA will share a comprehensive training report on the agreed format within 10 days after the completion of the training.

3.3.1.6. Final project proposals for 6 projects.

3.4. LOCATION:

3.4.1. It is prefered to be at Deir ezzor area, online over ZOOM platform could be an option.

3.5. TIMEFRAME

3.5.1. This is a short-term assignment for individual consultants for a period of Two month. Tentatively this assignment will be in July- August 2022 (dates shall be confirmed).

3.6. DUTIES & RESPONSIBILITIES:

3.6.1. The trainer/consultant/resource person will:

3.6.1.1. Sign with IMPACT a consultancy agreement and work as a resource person for Two month.

3.6.1.2. Discuss and agree with IMPACT on the final training package, content and deliverables.

3.6.1.3. Design an appropriate process of the training leading to the desired results.

3.6.1.4. Propose on the most appropriate training methodology for effective delivery of the assignment.

3.6.1.5. Device the tools required for each session of the training.

3.6.1.6. Satisfactorily facilitate the training sessions and ensure active engagement of all the participants.

3.6.1.7. Share relevant training materials and provide any resource materials for further reading and reference by trained staff.

3.6.1.8. Design a questionnaire for pre and post-test (to be used before and after the workshop) for workshops to gauge the level of understanding of the participants about the topics discussed in the training workshop.

3.6.1.9. Compile and submit a quality training report.

3.7. SKILLS/COMPETENCIES:

The resource person/consultant should possess following qualifications and expertise:

3.7.1. Bachelor’s degree in Civil Engineering or relevant field of study. MA is preferred.

3.7.2. At least 5 years of proven work experience within the field of civil engineering, construction, and rehabilitation. Field experience will be an asset.

3.7.3. Excellent proven technical knowledge of the field of WASH, schools rehabilitation, water and electrical networks as well.

3.7.4. Strong communication skills, including the ability to coordinate with multiple parties and external stakeholders;

3.7.5. Strong reporting and proposal development skills.

3.7.6. Sound judgment and ability to make impartial recommendations;

3.7.7. Excellent skills in regard to engineering software including AutoCAD.

3.7.8. Experience delivering capacity building training and materials development.

3.7.9. Excellent report writing and tool development skills are requirements for the development of the tools and policy.

3.7.10. Fluency in Arabic and English is mandatory.

4. TECHNICAL PROPOSAL:

4.1.1. The technical proposal should include but not limited to the following information:

4.1.1.1. A brief outline of recent experience and client references in carrying out assignments of similar nature (Max. 1 pages)

4.1.1.2. Detailed description of how the consultant/firm understands and will respond to the ToR including time frame.

4.1.1.3. Curriculum Vitae of trainer

5. FINANCIAL PROPOSAL:

5.1.1. The financial proposal must contain overall quotation in Dollar for all the services to be provided and must follows the following:

5.1.1.1. Summary of the total costs for the services proposed

5.1.1.2. Any taxes applicable

6. PROPOSED PAYMENT SCHEDULE:

6.1.1. 100% of the payment will be released to the trainer after completing the training.
