American Red Cross

The American Red Cross (AmRC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. With programs and partners in 70 countries, the American Red Cross is working to strengthen the global Red Cross Red Crescent Network (RCRC) in order to deliver critical assistance to some of the most vulnerable communities in the world, reaching 100 million people annually.

In response to the ongoing humanitarian crisis in Ukraine and neighboring countries, the American Red Cross has activated a Response Management Team (RMT) and is building a program to support response activities in Ukraine and impacted countries. The American Red Cross International Response and Recovery Unit is seeking an Info and Reporting Officer to collect, manage, analyze, and visualize relevant information to support program needs.

This position will be based in the United States with potential travel to project sites in the affected areas. The position will report directly to the Information Management and GIS manager (NHQ) and work extensively with other AmRC staff across U.S. NHQ and Europe.

RESPONSIBILITIES:

Information Management

  • Establish and maintain program information and reporting processes and systems, using or aligning with existing AmRC systems.
  • Assess the information needs of the program. Clarify the purpose and intent of data requests and how information consolidation and analysis will be linked to coordination and decision-making structures.
  • Collect, clean, and consolidate data on all AmRC-supported activities. Prepare reports for multiple audiences including AmRC national headquarters senior management and delegation management
  • Ensure data received from partners is valid and of sufficient quality. Review for accuracy through coordination with appropriate monitoring and evaluation teams as needed.
  • Develop and maintain relationships with other information points of contact and key stakeholders to facilitate information exchange.
  • Create and/or compile documentation on product design and update processes.

Information Design, Reporting, and Dissemination

  • Serve as the Information Management focal point in the RMT, updating existing info products and providing situational awareness.
  • Serve as primary lead on information and communication needs of national headquarters, the Country Representative, and other field delegates.
  • Provide visual representation of information used in reporting and communication products, including but not limited to infographics, graphs, maps, presentation materials, dashboards, etc.
  • Conduct proper requirements gathering on all info products and services requests. Facilitate conversations to address matching request to appropriate audience.
  • Support the IFRC Regional Europe Information surge info products and services for Ukraine to facilitate future product improvements.

Monitoring, Reporting and Upholding AmRC DMERL Standards

  • Ensure the integration of standard indicators into project monitoring plans and ensure the quality of reporting from implementing partners.
  • Ensuring partners are reporting on schedule per their required indicators
  • Support regular review of program reports and reflection meetings.
  • Work with AmRC ISD Quality, Data & Learning Unit to verify program data, expand the data collection and reporting capacity of national and partner staff, and document and disseminate organizational learning.

QUALIFICATIONS:

  • Bachelor’s degree required; MA in international studies, business management, public administration or relevant field preferred.
  • Minimum four years relevant experience to include prior work in developing countries or challenging operating environments required.
  • Prior overseas/field experience with international NGO, and/or RC/RC preferred.
  • Knowledge of the Red Cross/Red Crescent Movement, international relief and development principles and operations management is essential.
  • Strong understanding of data collection, management and analysis, as well as a basic familiarity with monitoring and evaluation tools and principles.
  • Experience with information design and strong preference for skills in Power BI (or other web visualization tool), Adobe Creative Suite, or other design tools.
  • Excellent analytical skills, including the ability to synthesize and process information quickly.
  • Moderate to advanced skills in MS Excel. Additional skills with mobile data and databases are an added asset.
  • Excellent writing and editing skills, strong attention to detail, and ability to identify gaps and take the initiative to address them.
  • Excellent communication and facilitation skills, as well as proven interpersonal skills and diplomacy.
  • Strong project management skills and proven track record of keeping projects on time, scope, and budget.
  • Knowledge and experience with GIS tools and ability to produce basic maps in the field and as needed for IM products is highly desirable though mapping can often be supported remotely.
  • Strong interpersonal skills and experience with teamwork and coordination. Information managers often need to bridge the communication between decision makers, coordinators, etc. and technical personnel responsible for delivering various technologies aimed to assist in data collection, storage, or analysis.
  • Fluent spoken and written English required.
