Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Established in 1951, IOM is leading inter-governmental organization providing services to governments and migrants in the field of migration. With 172-member states, a further 8 states holding observer status and offices in over 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

As an important function of its mandate, IOM is the Cluster Lead Agency for Camp Coordination and Camp Management (CCCM) for natural disaster-induced displacement situations under the 2005 IASC Humanitarian Reform. Timely and accurate information is integral to successful coordination of humanitarian action in a camp setting. The ability to collect, collate, analyze, disseminate, and act on data pertaining to the protection and welfare situation of camp residents is fundamental to an effective intervention.

Under the overall supervision of the Global CCCM Cluster Coordinator and direct supervision of the Information Management Officer (IMO), the Information Manager will support CCCM information management activities at both the field and HQ-levels, specifically, rapid response to address information management gaps and scale-ups; remote support and capacity development to ensure quality analysis and data management in the 30+ missions where IOM have CCCM operations or coordination roles.

Core Functions / Responsibilities:

  1. Provide remote and in-person information management support to IOM’s CCCM operations and coordination mechanisms, on data collection and management, analysis, visualization and dissemination of reports and creation of maps and geospatial analysis.
  2. Continue the development of SiteMapping.Guide incorporating feedback and working with GBV and CCCM colleagues to include additional sections on using spatial tools to inform and mitigate risks, in collaboration with the global CCCM Cluster IM.
  3. With the support of the global CCCM IMO develop a tool analysis of health service accessibility for IDP sites.
  4. Produce ad-hoc analysis of CCCM datasets such as the CCCM Training Registry andOCHA’s Financial Tracking Service, to showcase CCCM trends and inform strategy.
  5. Further develop IOM’s CCCM Community of Practice to ensure missions have access to all relevant tools and guidance and engagement by all staff.
  6. Support to the Women’s Participation Project and GBV team on data management and analysis.
  7. Provide capacity building to HQ and field staff on information management best practices, tools, and techniques.
  8. Contribute to general IM, reporting and analysis request in the global CCCM unit.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Information Management, Computer Science, Media or Social Sciences, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in coordination of information flows and data management including collecting, storing, verifying, validating, processing, and analyzing data to generate information products;
  • Experience in emergency and recovery humanitarian operations and familiarity with the humanitarian cluster systems, and camp management technical guidelines, standards, and indicators;
  • Experience in advanced data visualization and information design skills.

Skills

  • In-depth knowledge of the latest technological developments in information technology and information system;
  • Demonstrated understanding of different data collection methodologies;
  • Strong analytical skills and excellent drafting skills in English;
  • Ability to convene, consulting with diverse stakeholders and summarizing feedback;
  • Excellent qualitative and quantitative data analysis skills and demonstrated ability to produce high-quality reports;
  • Ability to translate planning-specifications into technical briefs for data capture and analysis and vice versa;
  • Ability to formulate IM-related technical requirements and operating procedures;
  • Proficiency with following or similar software applications and online communication and collaboration tools: QGIS; Excel; Teams; PowerBI; Adobe InDesign; Python; Kobo Toolbox
  • Advanced data visualization and information design skills;
  • Ability for leadership in the context of partnership building and consensual decision-making;
  • Ability to deliver technical training to different audiences.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another UN language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
