Organizational Setting

The FAO Representation in Bangladesh is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO’s priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Bangladesh and, in collaboration with the Regional Office Asia and Pacific and the departments and divisions at Headquarters, develops, promotes, and oversees FAO’s strategic response to the country priorities. The representation also supports the regional office in the incorporation of regional priorities into the Organization’s Programme of Work and Budget, and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. The office also develops and maintains relations with the Government of Bangladesh, UN agencies, resource partners and other development institutions at the country level.

The Food Security Cluster (FSC) has been established globally to coordinate the food response during a humanitarian crisis, addressing issues of food availability, access, utilization and stability. The FSC was established by the Interagency Standing Committee (IASC) and is co-lead by the Food and Agricultural Organization (FAO) of the United Nations and the World Food Programme (WFP). FSC is about enhancing cooperation and partnerships, working directly with its partners and stakeholders including NGOs, the Red Cross and Red Crescent Movement, UN organizations, Government partners and donors. In Bangladesh, the Food Security Cluster (FSC) was established in 2012.

Reporting Lines

The Information Management Specialist is at SC9 position and the overall guidance of the FAO Representative in Bangladesh and direct supervision of the Assistant FAO Representative (Programme), the incumbent will work as the Information Management Specialist for the Food Security Cluster in close coordination with the Cluster Coordinator and FAO’s Senior MEAL Specialist.

Technical Focus

The objective of the Information Management Specialist is to ensure timely, coherent and effective food security information in support of mobilizing stakeholders to respond in a strategic manner to a humanitarian crisis.

Tasks And Responsibilities

  • Compile 5W data on the works carried out by FSC partners, prepare necessary visualizations as maps, charts and dashboards as required;
  • Support to maintain and update the FSC website to feed in relevant information on a regular basis to/from the Government partners and international and national NGOs;
  • Support the FSC Coordinator in organizing Working Group meetings and ensure action points are dealt with by the relevant parties;
  • Organize, coordinate, and facilitate relevant events such as meetings, training and workshops (booking venue, accommodation, meals, etc.);
  • Ensure invitations are circulated in a timely manner for the FSC meeting;
  • Ensure that agendas and attendance sheets and other relevant documents and PowerPoints are prepared;
  • Partake food security assessments and other activities as part of the overall FSC preparedness and response measures;
  • As appropriate, assist in the design of food security data collection forms, ensuring that the purpose and use of all data collected are clear, questions are simple, clear, and easily analysable highlighting where potential problems might arise; organize and manage the data input and analysis of data on the Food Security Sector;
  • Liaise with ISCG-Cox’s Bazar FSC, IM Focal Points of other sectors and Global FSC as required;
  • Collate data on the humanitarian requirements and contributions (financial, material, human – as appropriate);
  • Support other relevant analyses such as needs assessment, Integrated Food Security Phase Classification (IPC), Household Economy Analysis, Minimum Expenditure Basket estimation etc.;
  • Proactively gather information from other sectors/organizations that may be of use to the Food Security Cluster for informing decisions, including movement of population, facility location, road networks etc.;
  • Maintain inventory of relevant common Cluster / Sector datasets disaggregated by age and sex;
  • Provide overall secretariat support to the FSC as required including the management of the FSC work plan;
  • Carry out other tasks that may be required to achieve the objective of this assignment as well as those assigned by the supervisor;
  • Any other task assigned by the FAO Representative & Supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced University degree in statistics, information management, agricultural economics, rural development, relevant social or natural sciences, or other related discipline.
  • Minimum of 8 years of proven knowledge and experience in assessments, surveillance systems, data/information management, statistical analysis or monitoring and evaluation in the context of emergencies, agriculture and food security.
  • Working knowledge of (level C) English
  • National of Bangladesh.

Technical/Functional Skills

  • Working knowledge of Bangla would be an asset.

  • Experience in survey design, sampling, data collection, data analysis, and interpretation for assessment processes in agriculture and food security.
  • Working knowledge of advanced statistics with ability to use statistical software packages (in particular SPSS, STATA and/or R along with MS Excel).
  • Experience in using and programming questionnaires in digital data collection tools (Kobo toolbox, ODK).
  • Expertise in coordinating remote data collection including phone or web-based surveys.
  • Proven data visualization (PowerBI/Tableau/Google Data Studio) and reporting skills.
  • Ability to present information in clear and concise graphic and narrative presentation formats.
  • Familiarity with the Cluster approach and having cluster Information Management training is an asset.
  • Experience in humanitarian settings is mandatory and experience in food security-related topics is highly desirable.
