Context:

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

The Migrant Protection and Assistance (MPA) Unit is responsible for the implementation of activities related to the assistance and protection of vulnerable migrants and internally displaced persons (IDPs). These activities include the provision of on-arrival assistance to migrants repatriated or deported to Haiti, the facilitation of voluntary returns, as well as the support towards sustainable reintegration of returnees.

The Data Management Unit (DMU) is responsible for the implementation of the Displacement Tracking Matrix (DTM), IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. In Haiti, DTM has been active since 2010, when a 7.0 magnitude earthquake resulted in the destruction of more than 300,000 buildings and the displacement of 1.5 million people. More recently, it was activated in the humanitarian response to Hurricane Matthew in 2016, to the 2021 Earthquake that hit three Southern departments, and to social and gang-related violence in the Metropolitan Area of Port-au-Prince. DMU works closely with the Migrant Protection Unit on the registration of repatriated migrants and on several related research and knowledge management projects.

Located in the IOM Port-Au-Prince office, under the direct technical supervision of the DTM Coordinator and in close coordination with the Migrant Protection Officer, and the overall supervision of the Senior Project Manager, the successful candidate will integrate into both the Migrant Protection and Data Management Units and assist with the data aspects of the work related to DTM and research.

Core Functions / Responsibilities:

1. Carry out preliminary data analysis and visualization, with a focus on registration and surveys of repatriated migrants, utilizing relevant statistical software that enhances timely data processing.

2. Assist in the timely production of monthly info-sheets, situational reports and other information products based on data collected by the Displacement Tracking Matrix (DTM)/Data Management Unit (DMU) and Migrant Protection and Assistance (MPA) units, as well as in information sharing and dissemination to all relevant channels.

3. Conduct data triangulation with primary and secondary sources and assist with quality control and quality assurance tasks.

4. Participate in the implementation and monitoring of integrated data collection activities (registration, surveys, and other assessments) on Haitian migrants that are consistent with DTM methodologies and standards, with a focus on international migration, forced repatriations and returns.

5. Liaise with research counterparts on research studies targeting migration trends towards the United States, on migrants’ profiles, and reintegration of repatriated migrants.

6. Perform training and lessons learnt sessions for internal and external stakeholders, such as the General Directorate for Civil Protection (DGPC) and the National Office for Migration (ONM), on integrated data collection and analysis.

7. Geographic Information Systems (GIS) in close collaboration with the database and Geographic Information Systems (GIS) assistants, check if DTM information systems, including the DTM portal and existing databases, are effectively used and bring issues to the attention of the supervisor to help strengthen information management mechanisms and facilitate automated and interactive analysis.

8. Comply with IOM’s data protection principles, protection information management standards, and with international best practices for ethical data collection in humanitarian settings.

9. Document gaps on data and information relevant to the programme implementation and draft specific segments for the preparation of project proposals that aim to address such needs.

10. Monitor migration data activities as per agreed timelines; help generate project status and progress reports.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree from an accredited academic institution in a field of study related to Political Science, Economics, Development Economics, Sociology, Social Work, Data Science, Development Studies, Public Health, or other social science discipline; or

• University degree in the above fields with two years of relevant professional experience.

Experience

• Experience participating in large-scale surveys and/or other quantitative research projects is required. Additional experience in qualitative or mixed methods research an advantage.

• Experience in data analysis and visualization using relevant statistical software.

• Excellent report writing skills.

• Knowledge and interest in migration, forced displacement, development, and humanitarian issues (required).

• Experience working in a team in a time-pressured work environment (required).

• Experience with DTM methodologies, such as mobility tracking, registration, flow monitoring, and migrant perception and intention surveys an advantage.

Technical skills Required

• Proven knowledge and experience using quantitative research methods (survey research, statistical modelling, applied econometrics).

• Experience using Adobe Creative Clouds applications (esp. InDesign, Illustrator).

• Knowledge and proven experience working with R (programming language), including at least three of the following packages: dplyr, data.table, ggplot2, shiny, sf (or equivalent). Alternatively, knowledge of comparable programming (python), statistical analysis (Stata, SPSS), or data visualization (Tableau, PowerBI) software.

• Familiarity with ethical data collection, data protection and protection information management standards.

• Proficiency using Microsoft Office 365 (Excel, Word and PowerPoint).

Advantageous

Any or more of the following:

• Experience and / or training in qualitative research methods.

• Experience using Microsoft PowerBI.

• Experience with GIS software such as ArcGIS/QGIS.

• Experience with relational databases (inc. SQL).

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
