This position is located in the System-wide Approaches Section (SWAPS), Coordination Division, Office for the Coordination of Humanitarian Affairs (OCHA), in Istanbul. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Information Management Officer reports to the Chief of Section, SWAPS, and works closely with/has an additional reporting line to the Information Management (Humanitarian Affairs) Officer – Coordination and the Information Management Officer – Monitoring and Tools Sections (MATS).

Responsibilities

Within delegated authority, the Information Management Officer will be responsible for the following duties:

• Project management: Develop, implement and evaluate assigned information management projects; develop clear annual project workplan(s) and continuously revise in line with operational priorities; monitor and analyze developments and implementation; review relevant documents and reports; identify problems and keep the Chief of Section informed on all issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.

• Coordination: Work with relevant functional entities in OCHA, global clusters, partner agencies and field offices to ensure the effective adoption and use of information tools, services and data collection exercises. Participate in relevant coordination meetings at the global level to present and discuss coordination issues pertaining to the collected data and the planning of data collection exercise. Establish and maintain an information management task force of the Global Cluster Coordination Group (GCCG) in accordance with IASC guidance to facilitate humanitarian information exchange and the promotion of data and information standards

• Content management: Manage content on relevant web platforms, provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards; work with external counterparts on related web platforms such as agency and cluster websites and OCHA managed platforms to facilitate cross-site search and interoperability.

• Data analysis: Organize, plan and execute the collection, management and dissemination of data on coordination structures to inform humanitarian operations and policy. Collect, organize, and manage data in line with best data management practices to ensure it can be easily accessed, processed, stored, and analyzed. Clean and validate data to a high standard, addressing issues of erroneous or missing data. Organize, design and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques and provide substantive support on the development of analyses and communication products on humanitarian coordination. Participate in the development and revision of data standards and advise on the application of these standards into local systems and processes; Ensure the quality of high-value humanitarian data for accuracy, consistency and comparability including through written reports to an external audience. Manage platforms and tools that support data collection and analysis such as KoBo Toolbox, PowerBi and Open Data Kit (ODK).

• Database design and management: Design, develop and manage databases, spreadsheets and other data tools in line with project deadlines for coordination mapping as well as for support for cash coordination; ensure the quality of high-value humanitarian data for accuracy, consistency and comparability; consolidate information on a regular schedule to support analysis.

• Data visualization: Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials.

• Web management: Manage content on relevant web platforms, provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards; work with external counterparts on related web platforms such as agency and cluster websites and ReliefWeb to facilitate cross-site search and interoperability.

• Reporting: Produce reports, snapshots and other written materials and documents for both internal and external dissemination, drawing on the results of data collection exercises to provide updates and analysis to key stakeholders, including senior decision-makers.

• Perform other related duties that may be assigned/ as required.

Education

Advanced university degree (Master’s degree or equivalent) in information management, information systems, social science or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible work experience in information management, information systems, web management, data management (including cleaning, blending and analyzing data), geographic information systems & mapping, data visualization (e.g. Power Bi), or other related area is required.

Experience in a humanitarian context within the UN common system or in a comparable international organization is required.

Experience in working with cluster coordinators at field and/or HQ level is required.

Experience in producing clear and succinct written analysis of data and customized analytical data visualisations for decision-makers is required.

At least three (3) years of field experience in the last seven (7) years in humanitarian aid operations (complex emergency or natural disaster) and in at least one setting where clusters are activated is required.

Experience in leading information management or related projects involving multiple stakeholders is desirable.

Experience in designing and implementing methodologies for measurement and producing and analyzing statistical data is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in written and spoken English is required. Knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Appointment or assignment against this position is for an initial period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds.
