Context:

Under the overall supervision of the Head of Programmes in Manila and direct supervision of the National Information Management Officer, the successful candidate will perform the following functions under the “CAPACITY BUILDING SUPPORT TO THE PHILIPPINE GOVERNMENT FOR IMPROVED EMERGENCY PREPAREDNESS AND RESPONSE” Project.

Core Functions / Responsibilities:

  1. Provide basic technical support to the National IM Officer in developing the Department of Human Settlements and Urban Development’s (DHSUD) Information Management System through IOM’s Biometric Registration and Verification System (BRaVes).
  2. Assist the National IM Officer in providing technical support in the enhancement of the Department of Social Welfare and Development’s (DSWD) Comprehensive Assistance for Disaster Response and Early Recovery Services (CARES) Information System.
  3. Assist in the implementation of DSWD’s rollout of the IOM BRaVe System for the Disaster Vulnerability Assessment and Profiling Project and the Normalization Program.
  4. Support the National Information Management Officer by providing administrative assistance in the conduct of trainings and hands-on activities on the Operations and Maintenance (O&M) of the IOM BRaVe System.
  5. Assist in drafting and implementation DHSUD’s monitoring tools and data collection tools/templates for efficient disaster reporting.
  6. Support project team in maintaining disaster incidents and other databases as necessary.
  7. Promote data readiness and common data repository.
  8. Perform other related duties as assigned.

Required Qualifications and Experience

Education

  • University Degree in Computer Science/Information Systems and Technology or relevant field with two years of relevant professional experience; or
  • Completed High School degree from an accredited academic institution, with four years of relevant professional experience.

Experience

  • Experience in software development, system troubleshooting, and related fields.

Skills

  • Experience with software design and development in a test-driven environment
  • Strong computer skills – basic web design and database management, experience of GIS Software is an advantage
  • Strong command of Microsoft Package
  • High interpersonal skills (in dealing with colleagues and the community) is a must
  • Excellent written and oral communication skills in both English and Filipino

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English (oral and written) is required.

Working knowledge of Spanish or French is desirable.
