Context:

Almost eight years after the onset of the crisis in eastern Ukraine, the level of intensity across the entirety of country has escalated. With violence now spread country-wide, internal displacement has reached approximately 6.5 million people since February 24th, and this will undoubtedly rise as fighting continues to intensify, including targeting of civilian and residential infrastructure. New waves of displacement and the deteriorating living conditions of the most vulnerable will continue to exacerbate in the current context.

Under overall guidance of the Chief of Mission (CoM) and the direct supervision of the and the Programme Officer (DTM), the Information Management and GIS Officer (Displacement Tracking Matrix (DTM)) is responsible for supporting aspects of reporting on the implementation of displacement tracking and GIS within the Information Management & Monitoring and Evaluation (M&E) Learning unit of the Emergency and Stabilization programme of the International Organization for Migration (IOM) Ukraine, as well as for other activities or projects which may develop.

Core Functions / Responsibilities:

  1. Provide technical support for the implementation of DTM and GIS operations and initiatives, including country or regional level initiatives as required.

  2. Contribute to the methodological and technical aspects of global DTM development and implementation activities, including software and system development, data and database management, technical partnerships, and relevant capacity building or training programmes.

  3. Manage content on DTM internal and external platforms for data, information, and knowledge sharing and dissemination purposes.

  4. Contribute to regular reporting and dissemination of information gathered through the DTM tools in Ukraine and ensure smooth sharing of incoming information within the team.

  5. Maintain effective working relationships with relevant partners and stakeholders on technical activities and discuss, inform and explore potential development and other initiatives in relation to the implementation of DTM programmes and projects at the global and country levels.

  6. Assist in developing publishing materials and presentations, various data visualization formats including maps, statistics, online materials and info sheets and in providing technical support related to data presentation needs on various written outputs (e.g. papers, analysis, sections of reports and studies, inputs to publications, etc.).

  7. Organize training and workshops for humanitarian partners and government officials on the issues related to DTM and GIS, including definitions, trends, methodologies and findings.

  8. Support data collection and analysis exercises undertaken by other units in the Country Office (CO).

  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management, or a related field from an accredited academic institution with two years of relevant professional experience; or,

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in humanitarian emergencies;

• Experience in the development and implementation of the Displacement Tracking Matrix

(DTM) or similar assessment and information management activities;

• Experience in development of information product in the development and/or humanitarian contexts;

• Experience with a variety of data visualization approaches will be considered an advantage;

• Experience in coordinating activities at global, regional and/or cross-regional level is an asset.

Skills

• Excellent communication skills: capable to share ideas and explain results to all levels of the

Organization and stakeholders.

• Proficiency in at least two of the following: Microsoft Office (Word, Excel, PowerPoint, Publisher), statistical software (Stata, SAS, R, SPSS), Adobe Creative Suite (Illustrator, Photoshop, InDesign.,

• Proficiency in Geographic Information Systems software (ArcGIS or equivalent).

• High level of attention to detail.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of

Ukrainian or Russian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
