Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Family Assistance Programme (FAP) is a global programme sitting under the International Organization for Migration (IOM) Headquarters (HQ) Department of Migration Management (DMM), Immigration and Border Management (IBM) Division, the Immigration and Visas (IV) Unit.

The FAP began in 2016 and given its success, has been repeatedly extended and expanded and now includes a network of 9 support centres across five IOM regions on behalf of the donor, the German Federal Foreign Office (GFFO). The programme facilitates the timely reunification of vulnerable migrant families with a person with protection status in Germany. It focuses on the top five nationalities with protection status in Germany: Syrians, Iraqis, Afghans, Somalis and Eritreans.

Under the administrative supervision of the IOM Istanbul Head of Office, technical supervision of the IBM IVU IT Officer, and direct supervision of the Senior Programme Coordinator (FAP), in close coordination with the Sr. Specialist, Immigration and Visas, Immigration and Border

Management Division (IBM/IV), and with the Information and Communications Technology (ICT) Department Central Teams in Headquarters (HQ), the Information Management and Communications Technology Officer ((Family Assistance Programme (FAP)) will be accountable and responsible for the day-to-day supervision and coordination of the global Family Assistance Programme (FAP) Information Management and Communications Technology (IMCT) components.

Core Functions / Responsibilities:

  1. Ensure the implementation, technical support and maintenance of information management and technology solutions for the Family Assistance Programme (FAP), in close coordination with the technical supervisor.
  2. Check FAP’s compliance with ICT Policies and Standards, and the successful implementation and performance of IOM corporate applications, while proposing innovative technology solutions that improve and enhance ICT business value to operations.
  3. Ensure the regular maintenance and yearly simulation of the FAP’s ICT Business Continuity Plan, monitor integrity of data assets and maintain FAP’s IT Risk Register with associated treatment plans.
  4. Supervise and coordinate FAP ICT Team with responsibility for review, testing, support and implementation of system upgrades or patches, IT inventory, retired equipment, documentation and the provision of the highest level of IMCT support and customer service to IOM FAP Country Offices.
  5. Ensure that all Information Management and Communications and Technology (IMCT) requests are addressed in a timely and accurate manner, while efficiently proposing the allocation of resources and support where required, assisting the FAP ICT Team in Country Offices, including troubleshooting or on-site support as required.
  6. Support the business processes throughout the entire development/deployment cycle to facilitate maximum stakeholder satisfaction, successful project delivery and change management.
  7. Coordinate and support the drafting of FAP/VAO ICT/IM communications, training materials,and develop, as well as go-live and post go-live support to IM solutions.
  8. Contribute to budget preparations, closely monitor ICT budget lines expenditure in close coordination with the programme monitoring officer and the FAP Senior Coordinator. Liaise with external service providers for delivery of required components in support of all FAP/VAO projects.
  9. Participate in data migration exercises, conduct data quality checks, verify information and accuracy of data in Database(s), identify areas and sustainable ways to remedy data quality issues.
  10. Ensure the required performance and stability of network services, applications and databases, LAN/WAN, end-user solutions and internet connectivity to prevent/minimize the downtime or service interruptions. Ensure daily monitoring and adequate completion of backups and the regular updating of the FAP Management Tools (MS Dynamic 365) with all required information and other relevant applications.
  11. Keep track of the platform activities for both project and maintenance, and participate in key project phases (ideation, planning, start, transition to maintenance, and delivery etc.).
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Computer Science, Information Management Systems, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Professional certifications in IT Project Management methodologies (PRINCE2, PMI or Agile/SCRUM), Cloud Computing/Development would be a distinct advantage.

Experience

  • Minimum two years of experience supporting and managing FortiGate Security and Infrastructure, and/or IP-based multi-site contact center solutions;
  • Experience in the implementation or day-to-day operation of cloud computing technologies and solutions (Azure and/or AWS);
  • Minimum of three years of experience in managing and supporting multi-site Microsoft-based corporate network solutions including, but not limited to, windows servers and services, Active Directory, messaging systems / Exchange Online, Office 365 and MS Dynamics 365 solutions.

Skills

  • Knowledge of software and systems development life cycle and experience in managing applications development and support teams.
  • Extensive knowledge of Windows Operating Systems, Network/Systems administration, TCP/IP, Telecoms, Network Protocols, Cisco devices, VPN, VoIP and contact center solutions, MS Office 365 apps, Antivirus Software, and utilities.
  • Strong proficiency with end-user Microsoft solutions, in particular Office 365, MS Project, Visio, Teams and SharePoint).
  • Knowledge of web-based development, experience in development, and implementation of Microsoft power platform.
  • Demonstrated ability to work with minimal supervision and demonstrate high level of initiative, perseverance, and professional commitment to achieve high-quality results.
  • Demonstrated ability to handle confidential data in a professional, responsible, and mature manner.
  • Ability to develop clear and concise technical and business proposals for discussions with stakeholders and technical counterparts alike.
  • Demonstrated ability to lead and coach individuals, to work effectively and harmoniously with colleagues within a team from varied cultures and professional backgrounds.
  • Knowledge of IT Service Management frameworks such as ITIL or COBIT would be an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
