The position is to be filled as soon as possible, with a contract duration of two years. There are good prospects for an extension. Employment location will be preferably Bonn, Germany, with the possibility to consider other Welthungerhilfe office locations.

As Information Management Expert you will develop, harmonize, and promote processes, methodologies, tools and standards required to contextualize, categorize, analyze, and organize program data (all operational data related to needs analysis, implementation, and monitoring & evaluation of Welthungerhilfe’s overseas interventions and processed at project, national and global level) so that it can be used on all organizational levels. This new position will be pivotal for the improvement of data quality and the transformation of data into information as a basis for decision making, learning and knowledge creation.

The framework for your work will be a cross-organizational project called “Making sense of data” (MSOD). This project aims at promoting a data culture within Welthungerhilfe and to increase the utilization of internal and external data. In its current phase it focuses on the development, deployment and technical integration of data systems rather new to the organization (e.g. CommCare, MS Azure Data Factory, PowerBI) and on the capacity building related to these technologies. Working at the direct interface between MEAL and ICT4D team at Head Office and as a member of the MSOD project team you will collaborate with different organizational units at Head Office and with our Country Offices globally.

Your responsibilities

  • Create coherent and functional data management processes related to MEAL and other program data for all projects, regions, and relevant organizational units in the Head Office
  • Analyze data and information needs at various organizational and functional levels
  • Develop and disseminate best practices and guidelines for information management
  • Build and promote data management competencies in the MEAL team and other relevant units
  • Ensure advanced understanding of data use and data issues at various organizational levels through training and coaching
  • Advise the “Making Sense of Data” team in creating data models for global aggregation of program data in the cloud data warehouse (Azure SQL and Azure Data Factory)
  • Advise on the design and configuration of data pipelines to create real-time dashboards for visualization and use of program data by country offices and Head Office
  • Ensure good management of data and information flows and aggregability of data through the development, adoption and implementation of consistent data models, data dictionaries and data flows in the data collection and management platform CommCare and other platforms
  • Integration of program data systems via standard interfaces (API)

Your profile

  • A university or polytechnic degree in a relevant field, such as in computer science, business information systems, data management, international development, or similar
  • Solid and demonstrated experience in the design and management of data collection and management flows
  • Demonstrated experience in consulting and training teams in the creation and application of data systems
  • Demonstrated competency in translating information needs into technical requirements for data systems
  • Demonstrated competency in the use of relevant platforms and softwares along the program data cycle:
    • data collection platforms (CommCare, SurveyCTO, or Open Data Kit-based solutions)
    • interface solutions (APIs or OData feed)
    • Extract, Transform, Load (ETL) solutions (PowerQuery, Tableau Prep, or Azure Data Factory)
    • data modeling and data warehousing (SQL)
    • data visualization and analytics solutions ( PowerBI, Tableau, R)
    • Excel
  • Willingness to travel to project countries
  • Fluent in English; fluency in French would be an advantage
