These positions are located in the Operations and Advocacy Division (OAD), in the Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

This position-specific job opening is being published for the positions of Information Communication Technology Associate/Roving in Lviv and Dnipro, Ukraine (the duty stations may be subject to change, as the operational situation in the country evolves). Under the overall supervision of the Associate Administrative Officer, OCHA Ukraine, the incumbents report to the Information Communication Technology Associate.

Responsibilities

Within delegated authority, the Information Communication Technology Associate/Roving will be responsible for the following duties:

Implement Information Communication Technology strategies and new technologies in accordance with corporate information management and technology standards, guidelines, and procedures:
• Provides imputes to the development and review of internal ICT policies and procedures.
• Drafts ICT annual work plan for the office.
• Provides IT support in the use of PeopleSoft Enterprise Resources Planning (ERP) functionality for improved business results and improved client services.

Ensure effective functioning of the offices’ hardware and software:
• Installs, operate, and maintain all hardware equipment.
• Provides advice on the acquisition of hardware supplies.
• Makes routine repairs and change of hardware electronic components.
• Plans, install and maintain all communication systems, including mobile and satellite phones.
• Installs commercial and in-house developed software and related upgrades, anti-virus programs.
• Maintain an up-to-date inventory of the software and hardware.

Ensure efficient networks administration:
• Monitors the network connection daily to ensure stable and responsive network environment.
• Configures network printers and provide user access.
• Liaises with UNDP to trouble-shoot and monitor the office network problems; respond to user needs and questions regarding network access.
• Maintains up-to-date parameters of information for the network clients and electronic mail.
• Implements backup and restoration procedures for local drives; maintains backup logs; organizes off-site storage of backups.
• Maintains measures for business continuity and disaster recovery processes and procedures including backup and restoration of both server and local storage facilities.
• Liaises with UN Entities and/or vendors to manage Local Area Network (LAN) in accordance with OCHA requirements.

Provides web management services, focusing on achievement of the following result:
• Maintains the Websites and Intranet connectivity at the office premises.

Provides administrative support regarding ICT issues including assets related to ICT, focusing on achievement of the following results:
• Provides technical support in the procurement of new ICT equipment, provides technical specifications and information on best options in both local and international markets, review quotations and bids.
• Maintains inventory and stock of supplies and spare parts in cooperation with the Procurement Unit.
• Processes ICT equipment registration and disposal in ERP assets module, support to the physical inventory verification exercise by checking the accuracy of records and location of property and prepare inventory reports.
• Provides ICT support to key events.
• Diagnoses, evaluates, and prioritizes requests for assistance from staff experiencing problems with hardware, application software, operating systems, networking, and other computer related issues.
• Liaises with ICT Associate in the HQ for support and guidance.
• Meets all ICT on-boarding requirements for new staff.

Facilitates knowledge building and sharing, focusing on achievement of the following results:
• Identifies and promotes different systems and applications for optimal content management, knowledge management and sharing, information provision.
• Contributes to the organization of trainings for staff on ICT issues.
• Synthesizes lessons learned and best practices in ICT.

Performs other duties as assigned.

Education

Secondary Education is required. University Degree or equivalent in Computer Science is desirable.

Work Experience

A minimum of six (6) years of progressively responsible experience in all areas of network administration, management of hardware and software platforms, telecommunications or related area is required.

At least three (3) years of experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is desirable.

Experience in ICT context within the UN Common System or other comparable international organization is desirable.

Languages

French and English are the working languages of the UN Secretariat. For these positions advertised, fluency in English and Ukrainian, (both oral and written) is required. Knowledge of Russian is desirable.

Assessment

The evaluation of qualified candidates may include an assessment exercise, which may be followed by competency-based interview.

Special Notice

These positions are funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds. The contract will be administered by United Nations Development Programme (UNDP) on behalf of OCHA.

Appointment against these posts are on a local basis. Candidates for the National General Services category shall be of the nationality of the country, where these positions are located (limited to Ukrainian nationals).

Staff members are subject to the authority of the Secretary-general and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
